STAFF REPORT
At its meeting of August 14, 1986, the Development Review Committee
conditionally approved Review of Plans No. 86-71 to develop a retail shopping
center at the Southeast corner of Highland Avenue and Sterling Avenue, subject
to standard requirements.
Standard Requirement No.7 requires that "all utility lines shall be
installed underground subject to exceptions approved by the Planning Department
and the City Engi neer. II
The existing overhead lines along the south side of Highland Avenue,
east of Sterling Avenue, are Standard Service lines and will be undergrounded
during project construction; however, the existing overheads along the east
side of Sterling adjacent to the project consist of 66 KV major transmission
lines and two 12 KV power lines (see attached letter from Pfeiler & Associates
Engineers dated December 19, 1986).
The developer is requesting a waiver of Planning Standard Requirement
No.7 as it applies to the major transmission lines along the east side of
Sterling Avenue.
We have been advised by the area planner for Southern California
Edison Company they have not undergrounded any 66 KV or greater transmission
lines in this area and to do so for this short reach would be prohibitively
expensive. Therefore, we feel the request for waiver is reasonable.

Gentlemen:
According to the Planning Department's standard requirement No.7 and the
Engineering Division's specific requirement No. 16 we are to install/relocate
utility lines underground on Highland Avenue and Sterling Avenue.
Whereas the existing S.C.E. overhead facilities on Highland Avenue are standard
service lines, the existing S.C.E. overhead facilities are major transmission
lines consisting of a 66KV and 2-12KV power lines. According to Mr. Armando
Gonzales, area service planner for the project area, the transmission lines on
Sterling Avenue are considered major lines and to try to put them underground
would be both difficult and very expensive.
In keeping with the exceptions to the Conditions of Approval for this project
we are asking, on behalf of our client, Highland Plaza Partners, for an exem-
tion of undergrounding utilities on Sterling Avenue.
Please review this information and consider this request for an exemption.
