Synopsis of Previous Council action:
11-17-86 Resolution No. 86-443 adopted expressing support in the relocation of the
Ventura Gulls, Class "A" Baseball Team, to San Bernardino.
12-13-86 -- Council Ways & Means Committee reviewed proposed lease and directed the
City Engineer to proceed with preparation of the plans for the Capital
Improvements.
12-22-86 -- Resolution adopted authorizing execution of a letter-type proposal
from L.A. Wainscott & Associates for architectural/civil engineering
services.
1-05-87 -- Plans approved and authorization granted to advertise for bids.
Recommended motion:
Adopt resolution.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Friday, 1-16-87.
A t~tal of one bid was received, in the amount of $229,000. The
bid of $229,000 is 40.5% over the Architect/Engineer's Estimate of $163,000.
Listed below is an estimate of the total estimated project cost,
based upon the actual low bid price:

Funds to finance the additional seating will be financed from the
1% fee on Industrial Development Bonds. An amount of $380,000 has been
allocated to cover the cost of this project, and construction of the
clubhouse. The total estimated project cost of the clubhouse is $161,500.
Since the total estimated cost for both projects is $422,500, supplemental
funds in the amount of $42,500 will be needed to finance the cost of the
bleachers and clubhouse.
The bidder has advised us that the bid is higher than original
estimate, due to the fact that the bleachers have been raised, to provide
a clear view over the expanded dugouts. Also, the amount of time allowed
is less than originally anticipated. Some cost savings may be identified,
and will be incorporated into the contract by change order.
We recommend that a contract be awarded to the low bidder.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO
WICKUM CONSTRUCTION FOR BLEACHER ADDITIONS AND ALTERATIONS TO JOHN FISCALINI
3 FIELD IN PERRIS HILL PARK.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. Wickum Construction is the lowest responsible
bidder for: Construction of Bleacher Additions and Alterations to John
Fiscalini Field in Perris Hill Park, in accordance with Plan No. 7150, for the

total amount of $229,000.00, a contract is awarded to said bidder accordingly,
9
but such award shall be effective only upon the contract being fully executed
10
by the parties; all other bids therefor are hereby rejected; and the Mayor
11
is hereby authorized and directed to execute said contract on behalf of the
12
City; a copy of the contract is attached hereto, marked Exhibit "A" and
13
incorporated herein by reference as fully as though set forth at length.

SECTION 2. Execution and Amendments. This contract and any
amendments or modifications thereto shall not take effect or become operative
16
until fully signed and executed by the parties and no party shall be
17
obligated hereunder until the time of such full execution. No oral
18
agreements, amendments, modifications or waivers are intended or authorized
19
and shall not be implied from any act or course of conduct of any party.
