SURVEY
· In early 1986, this office performed a survey to deter-
mine how other agencies honored Dr. Martin Luther King,
Jr. Attachment "A" is a revised copy of the survey
results.
· On 12/29/86, we contacted the agencies who did not grant
this holiday in January of 1986. The County of
Riverside and Pasadena have now granted this holiday,
ra1s1ng their number of total holidays to 14 and 12
respectively. The County of San Bernardino and cities
of Pomona, Anaheim, Garden Grove and Santa Ana continue
not to grant this holiday.
· California State University San Bernardino, San
Bernardino Unified School District and Valley College
will all be closed on 1-19-87, as well as the local Bank
of America, Security Pacific Bank, First Interstate Bank
and the Bank of San Bernardino.
COSTS
For your additional reference, a copy of Resolution
6433, Section 7 - Holidays, has been attached to this
report, marked "B", Safety. employees are fully under
this section of the Resolution, and receive the 11 days
as stated. The General Unit and all Management receive
1 extra "floater" for a total of 12 days.

· The cost* for one holiday for the General Unit is
$54,600. General Unit members have 12 holidays per year
(10 assigned + 2 floaters) the full cost is $655,200.
· The cost* for one holiday for the Management/Confiden-
tial Group (including Police and Fire Management) is
$17,900. These employees also have 12 holidays per
year, thus the full cost is $214,800.
· The cost* for one holiday for the Middle Management Unit
is $7,200. These employees also have 12 holidays per
year, thus the full cost is $86,400.
· The cost* for one holiday for Fire Safety is $34,200.
These employees have 5.5 "shifts" of holiday pay
(equates to 11 days). The full annual cost is $376,200.
· The cost* for one holiday for Police Safety is $40,400.
Tbese employees have 11 days or 88 hours of holiday pay.
The full annual cost is $444,400.
UNIT MEET AND CON~ER
On December 22 I met with representatives of the General
Unit. They were not willing to assign a floater for the
Dr. Martin Luther King holiday.
On December 23 I contacted the Police Safety unit by
telephone. They were not willing to meet on such short
notice (by 12-31-86) and indicated that if we wished to
reopen their contract, they had a number of other items
to .discuss.
On December 29 I met with representatives of the Middle
Management Unit and the Fire Safety Unit. Neither one
was willing to assign a floater.
* All costs include PERS. Fire Safety cost includes con-
stant manning calculation.

The most recent experience this City has had with the impasse
procedure was in late 1985, with the General Unit. Mediation
failed to bring labor and management to closure on the M.O.U.
An open hearing resulted. There does not appear to be time
to bring in a mediator and hold a public hearing on this
matter.

In 1984, the City provided limited time off for City employ-
ees to attend a City sponsored observance.
In 1985, a ceremony was held at the Martin Luther King, Jr.,
statue, but no official memo was sent out regarding time off.
Department Heads/Division Heads who called the Personnel
Office, however, were told to look favorably on the granting
of vacation or personal holiday requests for Martin Luther
King, Jr. Day observances.
