JBA has completed large, challenging survey projects throughout the west, including the complete survey of the Chavez Ravine in Los Angeles (the home of the L.A. Dodgers Stadium), a 110- mile boundary retracement survey of Edwards Air Force Base, design and construction surveying for 70 miles of water transmission main lines in the City of Phelan in the High Desert, a hydrographic survey of Los Angeles Harbor for the Department of the Navy, and a two-year surveying contract with the U.S. Army Corps of Engineers for various projects in California, Nevada, and Arizona Recently, JBA's survey personnel have completed a handful of unique projects, including a GPS survey of a U.S. Marine Corps base in the High Desert of California, project management for the surveying of two airports in Canada, and surveys of various crossing points along the California Aqueduct Many of these recent projects have also been assisted with relatively new technologies such as Geographic Information Systems (GIS) spatial data analysis and cataloguing. JBA is also contracted to provide on-ca11 surveying services for various municipalities, including the City of San Bernardino, City ofLoma Linda, and the San Bernardino Unified School District (SBUSD). These contracts have helped solidifY the excellent working relationships JBA already enjoys with these municipalities and have established JBA's reputation as operating some of the most well-respected and competent survey crews in Southern California This reputation is reflected in our extensive list of repeat residential, industrial/commercial, and public works clients who call upon JBA to provide surveying services for all of their projects. Our President, Edward J. Mapping ,Joe 2010-347 ~ SECTION 7 - SURVEYING & MAPPING Primary Land Surveying & GPS Services Survey Control Networks Sophisticated control networks are established by JBA to "tie down" a property and provide the backbone for all subsequent survey activities. Topographic Surveys JBA uses conventional equipment and GPS to construct topographic maps illustrating the existing characteristics of a site, including topographic contours, natural features, vegetation and trees, buildings, roadways, utilities, and associated elevation and attribute data. These topographic surveys provide the basis for all subsequent project site design and engineering. Boundary Surveys & Records of Survey A Boundary Survey is developed to physically locate a client's deed on the ground. If the property has been previously surveyed, JBA retraces the survey, finds existing monuments (property comers) and/or replaces missing monuments, and provides a map of the survey. If the property has not been surveyed previously, JBA establishes property comers and prepares/files a Record of Survey with the appropriate county. Design Surveys Design Surveys are prepared to provide a base drawing for use by engineers and architects. They illustrate the physical features and constraints affecting development of a site. Design Surveys generally include boundary re-establishments, easement locations, man-made and natural features, elevations, contours, and utility locations. Specific items can be omitted or added as appropriate for each individual project Construction Surveys JBA has extensive construction survey experience. We provide rough and finish grade staking for all phases of construction and as-builts of completed work. We frequently deploy teams using GPS arid total stations for large-scale mass grading and detailed concrete slabs. Hydrographic Surveys JBA utilizes GPS with sophisticated sonar sounding equipment to measure the bottom of water bodies. Mining quarries that have been excavated below the water table are also surveyed using this method. ALTAlACSM Surveys The ALTAlACSM Land Title Survey Standards have been jointly adopted by the American Land Title Association (ALTA) and the American Congress on Surveying and Mapping (ACSM). These standards were developed as a collective effort in order to create an accepted and recognized legal document that presents particular infonnation in detail and exactness for acceptance by title insurance companies. '- Mining Surveys Mining SUlVeys are used to establish the surface locations and boundaries of mining claims. During mining or tunneling operations, the Mining SUlVey helps to establish the location of underground operations horizontally and vertically, layout shaft connections, and guide tunneling. This is three-dimensional traversing, not essentially different from surface sUlVeying. Mine Umit Monuments (MLMs) JBA has developed a monumentation process to assist plant managers in controlling the mining limits of their respective plant sites: I. The plant boundary is established in the field and drawn in AutoCAD. Once the boundary is completed, the project mining limit is calculated and inserted into the AutoCAD drawing. M~or angle points and specific distances along the CUlVes and straight lines are then monumented. 2. Temporary points are set and "tied out", and the final monuments are set. 3. Once the concrete has dried, the sUlVey crew will return and locate final positions. These positions are read electronically into a custom database that provides the client with a detailed report on their particular mining operation. Stockpile Quantities Stockpile quantities in the mining industJy equate to significant bottom-line dollars. JBA relies on proven methods for obtaining necessary field measurements and building complicated, detailed Digital Terrain Models (DTMs) to assist in quantifYing and managing stockpiles. Aerial Mapping A significant amount of topographic mapping is done by means of aerial photogrammetry, which uses stereoscopic pairs of photographs taken from aircraft and, more recently, from artificial earth satellites. Horizontal and vertical ground sUlVeys must appear in the photographs. These photos are then reconstituted into stereo models for drafting true-scale maps. Our proposed processes for the City of San Bernardino will vary based upon task. In general, we've identified 2 categories that we believe will be typical for the basic requests from the City. Capital Improvement Program (CIP): Guida will provide a fully equipped "Survey Party" to implement the construction of projects associated with the Capital Improvement Program (CIP) of the City of San Bernardino. The "Survey Party" will be supported by Office Staff for pre-calculations, documentation retrieval, management and coordination, and other necessary functions to support their work effort. Guida shall notify the City Engineer or his designee in writing if the use of a "three person" Survey Party will be required prior to starting work. Upon receipt of a task order from the City, and authorization to proceed, Guida will obtain from the City all approved plans, maps, centerline ties, corner records, benchmarks, and other pertinent information to perform the survey. Survey Crews will be outlined by the "Chief of Parties" on the scope of work, schedule, safety issues (including OSHA Regulations), and necessary equipment for the task order. A project field folder, containing the associated plans, and other documents, shall be prepared and provided to the Survey Crew, along with all necessary cut sheets, sketches, blank survey note forms, and other items needed to perform the Survey. A check-list of required equipment and materialS within the survey truck will be prepared by the Party Chief prior to leaving the home office. Upon completion of the Field Survey, a download meeting shall take place between the Survey Crew and the Chief of Parties. All pertinent information discovered during the Survey shall be discussed, and any noteworthy items shall be immediately documented and provided to the City. At no time shall the Survey Crew deviate from the proposed design without written consent from the Design Engineer and the City. -12- - ti I ~;}l..~ ~ I ,..lti g rn ~ u 2010-347 ...... . . . ... . . ...... GUIDA - Upon completion of the project, the PLS Survey Party Chief shall finalize his on-going set of As-Built drawings, compile any relevant field notes taken during the survey, complete any new Centerline Ties/Corner Records (not already submitted) required during the construction process, file all cut-sheets created during the process, and meet with the Chief of Parties to finalize the close-out package. Guida Surveying will then prepare a complete folder, containing copies of all the documentation for the project, for the City of San Bernardino. Map Checking: All Map Checking shall be performed by a Licensed Land Surveyor, licensed to practice surveying in California. Beginning with the task order from the City, the Map Checker shall receive from the City all record information, including Records of Survey, Site Maps, Official Records, Deeds, Easements, COA's, Tentative Maps, Title Reports, Parcel Maps, Tract Maps, and Survey Notes required to perform the review, along with the specific map and closures provided by the submitting surveyor. An inventory of the documents shall be made and reviewed for completeness, any additional required information will be immediately identified and noted to the City. The Map Checker shall review the submitted document (subdivision map, certificates of compliance, legal description, record of survey, deed, corner record monument tie, etc..) for completeness, accuracy, and compliance with the Subdivision Map Act, Professional Surveyors Act, County Surveyors requirements, and applicable sections of the City's Development Code. After review, Map Checker will prepare a detailed technical letter and redlined comments on the map containing corrections necessary to make the map/document acceptable for recording and in conformance with the required regulations, and provide a total number of hours spent checking documents; reports and documents will be returned to the City Engineer/Designee who assigned the task order. Any field work required by the Map Checker shall conform to all the safety and equipment requirements stated in the City's Request for Proposal, along with any OSHA and other necessary requirements by law. ~ l3 Statement of Compliance with the Draft Agreement Guida Surveying Inc. has reviewed the Draft Agreement for On- Call Surveying Services and we will execute the Agreement if offered a contract by the City, and we are able to meet the insurance requirements contained therein. ii [:ll -13- rn " ! ~}l -:~ "'1 ACCOUNT NUMBER 926118 rn DATE PAID 08131/2009 CITY OF SAN BERNARDINO BUSINESS REGISTRATION CERTIFICATE This BUIiacu &.giItnIlon Ccnlfial. docs 1101 in<liralr lhr IrpI operation of 1IIiI b.lliac:u II IhIs 1o...1on.
