HomeMy WebLinkAbout2010-323 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2010-323 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO RATIFYING THE APPLICATION FOR, AND AUTHORIZING THE POLICE DEPARTMENT TO ACCEPT AND IMPLEMENT, IF AWARDED, A SEATBELT ENFORCEMENT MINI GRANT FROM THE STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY IN THE AMOUNT OF $34,374.24. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1: The Mayor and Common Council of the City of San Bernardino hereby ratify the application for, and authorize the Police Department to accept and implement, if awarded, the State of California Office of Traffic Safety Mini-Grant in the amount of $34,374.24. The grant is for overtime and reporting costs related to increased enforcement during FY 20 10-2011. Expenditures will be in accordance with the Office of Traffic Safety guidelines and the grant agreement. ANNUAL BUDGET GRANT PROGRAMS FISCAL YEAR FUND DEPARTMENT Police EXISTING X PROPOSED Amount of Grant 34,374.24 City positions Assigned to Grant None Grant Cognizant Agency California Office of Traffic Safety Description of Grant: "Next Generation - Click It or Ticket" GRANT OBJECTIVES The California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA), is funding the "Next Generation - Click It or Ticket" campaign. The goal is to increase seat belt use statewide to 96 percent in 20 II through the combined efforts of the California Highway Patrol (CHP), OTS and local law enforcement agencies. The Click it or Ticket strategy is to maintain a sustained enforcement presence statewide and direct public information and enforcement towards persons who fail to use seat belts during the state and national mobilization periods. Click it or Ticket will start with a highly publicized seat belt enforcement mobilization on November 15- 28, 20 I 0 and hold a second mobilization on May 23 - June 5. 20 II. COSTS THE MINI-GRANT COVERS A mini-grant covers actual overtime costs for personnel assigned to seatbelt enforcement duties. Only benefits accrued to overtime hours would be covered (i.e., retirement, medical/dental/vision insurance, uniform allowances would not be covered). Only state-run disability and unemployment insurance charges would be covered. Indirect costs would not be covered (e.g., individuals who are contracted by the police department). I
