RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO RATIFYING THE SUBMITTAL OF AN ON-LINE GRANT
APPLICATION FOR THE 2010 STAFFING FOR ADEQUATE FIRE AND
EMERGENCY RESPONSE (S.A.F.E.R.) TO THE DEPARTMENT OF
HOMELAND SECURITY FEDERAL EMERGENCY MANAGEMENT AGENCY.
WHEREAS, in order to comply with a September 17,2010, on-line application
deadline, the City of San Bernardino Fire Department has submitted a grant application for
the 2010 Staffing for Adequate Fire and Emergency Response;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND
COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council hereby ratify the Fire Chiefs
submittal of the on-line grant application to the Department of Homeland Security for the
2010 Staffing for Adequate Fire and Emergency Response in the amount of $1,530,904.
A copy of the grant application is attached as Exhibit "A" and incorporated herein by
reference.

Active Firefighting Staff, use these definitions to answer the questions about "firefighter" positions.
Active Firefighter
Position
An individual having the legal authority and responsibility to engage in fire suppression; being
employed by a fire department of a municipality, county, or fire district; being engaged in the
prevention, control, and extinguishing of fires; and/or responding to emergency situations in which
life, property, or the environment is at risk. This individual must be trained in fire suppression, but
may also be trained in emergency medical care, hazardous materials awareness, rescue
techniques, and any other related duties provided by the fire department.
Full-time positions are those that are funded for at least 2,080 hours per year (i.e., 40 hours per
week, 52 weeks per year.) The program office will also consider funding the sharing of a full-time
position with sufficient justification. A job-share position is a full-time position that is occupied by
more than one person. Positions funded via SAFER may be shared, but DHS limits the number of

Part-time Paid Firefighter Part-time paid firefighters receive pay for being on duty at the fire station, whether or not they

Volunteer Firefighter Volunteer firefighters receive no financial compensation for their services other than life/health

The goal for SAFER is to assure that SAFER grantees's communities have adequate protection from fire and fire-related
hazards. The following questions are designed to help us understand the changes that will occur in departments receiving
grants.

Yes
The department makes special efforts to attract
prospective hires from local resources such as
high schools, local community colleges, and
vocational education programs. We have
partnered with a local charter school that
specializes in public safety training to support
efforts in developing potential candidates from as
young as the 9th grade. All of these institutions
have a strong representation of ethnic minorities
and females. The Fire Department ensures that
testing and selection processes for these positions
meet Federal EEOC validation requirements for
employee selection procedures. Our efforts to
improve the ethnic, racial, and gender diversity in
the fire department have increased the number of
minorities hired over the last six years.

The City of San Bernardino does not prohibit
engaging in volunteer firefighting activities in other
jurisdictions during off-duty hours. The Fire
Department has policy that provides for such
activity. and allows it as long as the activity does
not conflict with the employee's duties with the

Hiring or Rehiring of Firefighters:
There is a two-year period of performance for grants awarded under both the hiring of new firefighters and the rehiring of laid-off
firefighters activities. There is an additional requirement for grantees awarded under the hiring of new firefighters activity that they
commit to retaining the SAFER-funded firefighters for one full year after the end of the period of performance with 100 percent
local funding. For this program year, there is no prescribed cost share, and per-position salary limits have been eliminated.
Grantees are free to draw any amount of Federal funds to cover actual salary and benefit costs (less ineligible overtime) - up to
their budgeted and awarded funding limit - as long as there is Federal funding available. Should the actual salary and benefits
costs requested for reimbursement exceed awarded Federal funds, the grantee would be obligated to pay 100 percent of those
costs.
Regardless of the actual costs incurred, the annual costs will be limited to the actual costs or the budgeted amount, whichever is
less.

In addition to the elements described below, the Narrative Statement (project description) should clearly explain how all budgeted
funds are to be used. Because the application will time out after a period of inactivity, it is recommended that applicants type their
narrative offline using any word processing software. Once the narrative is complete, copy-and-paste it from the word processing
document into the Narrative Statement block in the application. Also, as space for the narrative is limited to six pages, you are
cautioned to confirm that the full content of your narrative has been copied into the application. After saving the copied narrative,
exit the narrative section of the application, then reopen it and scroll to the bottom to ensure all text is present. If the narrative has
been truncated, you will need to reduce the length of your narrative until it fits in the allotted space.
The Narrative Statement (project description) for the HirinQ or Rehiring Firefighters Activitv must include the

. A statement that describes what the applicant needs the grant funds for, i.e., how the newly hired or rehired firefighters will
be used within the department and a description of the specific benefit these firefighters will provide for the fire department

Use and benefits of newly hired firefighters:
The six (6) firefighters hired through this grant will increase staffing levels on two (2) first response fire apparatus from three
personnel to four. This increase in staffing will improve the initial and sustained attack capabilities on fire responses, and improve
efficiency on EMS calls for service. Both of these improvements will have a direct, positive effect on the health and safety of the
community by decreasing fire loss rates and mortality rates. Additionally, increasing staffing levels on engine and truck
companies will help the department comply with NFPA 1710 standards.
Impact of current and proposed staffing levels on daily operations:
San Bernardino City's economic hardships led to the reduction of twelve firefighter positions in 2009. Although the local
economic outlook for 2010 is not projected to be as devastating as 2009, achieving a balanced budget will still require the
reduction of six additional firefighter positions. Collectively, the elimination of these eighteen (total) firefighter positions has
resulted in six fewer engine companies staffed at appropriate levels as identified by NFPA 1710. Fewer personnel on these
engine and truck companies equates to delays in attacking structure fires, resulting in increased dollar loss rates and the
potential for increased mortality rates due to fire. Furthermore, the City of San Bernardino is located in one of the most active
wildland/interface zones in the country, with a history of devastating wildland fires that have burned hundreds of homes. By
increasing our staffing through this grant, the fire department's ability to launch effective, early attacks on these fires will reduce
the chances that they will grow beyond our capability to control.
Financial need and inability to address without Fed Assistance:
As a result of significant economic downturn, The City of San Bernardino has faced budget shortfalls in the millions of dollars
over the last two years. Perpetuating this problem is a continued trend of tax revenue generating local business shutting down,

and a local unemployment rate that now exceeds 18%. To maintain operations, employees of the city of San Bernardino have
had to make pay and benefit concessions, and the City government has been forced to eliminate over 150 positions city-wide, 20
of which have been fire department emergency personnel. These actions, although necessary, have decreased the margin of
safety that a well staffed fire department can provide to the community. Without Federal assistance in correcting these fire
department staffing deficiencies, this margin will widen, increasing the risks to the community members and the firefighters who
serve them.
How we will seek, recruit, and hire members of ethnic minority, etc:
The San Bernardino City Fire Department makes special efforts to attract prospective hires from local resources such as high
schools, local community colleges, and vocational education programs. We have partnered with a local charter school that
specializes in public safety training to support efforts in developing potential candidates from as young as the 9th grade. All of
these institutions have a strong representation of ethnic minorities and females. Additional recruitment efforts include
participation in job fairs, recruitment flyers, and broad advertisement of position openings and applications procedures. The Fire
Department ensures that testing and selection processes for these positions meet Federal EEOC validation requirements for
employee selection procedures. Our efforts to improve the ethnic, racial, and gender diversity in the fire department have
increased the number of minorities hired over the last six years. Although we are still challenged to expand this trend, the current
representation of ethnic minorities within our ranks is higher than the State average for the occupation of firefighter per the
United States Census Bureau.
Long-term plan to retain employees
It is the desire of the City of San Bernardino to maintain strong, effective fire services for the community, which includes a
commitment to appropriate staffing levels. We believe that this grant will create the momentum necessary to bring staffing levels
back to pre-recession levels years sooner than if the City has to find the funding through current revenues. The San Bernardino
City Fire Department is currently developing programs for cost recovery and expanded services that will increase revenue
generation. In addition, the city is restructuring fee schedules and pursuing tax initiatives to strengthen the city's financial
position. This revenue generation, along with a positive prognosis for economic recovery over the next three years should put the
city in a position to retain the positions hired through this grant.
Ensure against discrimination for volunteering:
The City of San Bernardino does not prohibit engaging in volunteer firefighting activities in other jurisdictions during off-duty
hours. The Fire Department has policy that provides for such activity, and allows it as long as the activity does not conflict with
the employee's duties with the City.

As required by the Drug-Free Workplace Act of 1988, and implemented at 44 CFR Part 17, Subpart F, for grantees, as defined at
44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the grantee's workplace and
specifying the actions that will be taken against employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees about:
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation and employee assistance programs;
