MOTION: That the Community Development Commission of the City of San Bernardino approve and authorize an
extension of the Purchase Order by and between the Redevelopment Agency of the City of San Bernardino
("Agency")and Robert Oppel through the month of November 2010, and authorize the expenditure of$16,000 in
addition to the original$25,000 purchase order amount

ROBERT OPPEL - EXTENSION OF PURCHASE ORDER TO PROVIDE PROFESSIONAL
CONSTRUCTION MANAGEMENT AND RELATED SERVICES FOR THE
NEIGHBORHOOD STABILIZATION PROGRAM
BACKGROUND:
On November 17, 2008, both the Mayor and Common Council of the City of San Bernardino
("Council") and the Community Development Commission of the City of San Bernardino
("Commission") adopted the Economic Development Agency's ("Agency") Response to the Housing
and Economic Recovery Act of 2008 Neighborhood Stabilization Program ("NSP"). Presently, the
Agency's response consists of three (3) major programmatic activities including rental housing
opportunities for households at or below 50% of Area Median Income, acquisition-demolition, and
acquisition, rehabilitation and resale of single-family properties ("Program"). The Program also allows
for an administrative line item for up to 10% of the NSP grant award.
As part of a formula award based upon pre-determined HUD parameters, including the overall number
and percentage of homes in foreclosure, the number and percentage of homes financed by subprime
mortgages and the projected 18-month foreclosure and abandonment risk, the City of San Bernardino
("City") received $8.4 million to respond to the foreclosure crisis.
On September 8, 2010, the Agency was informed by HUD that the City was awarded another $3.2
million in NSP funds to further housing recovery efforts. Details of how the funds are to be disbursed
are currently being formulated by HUD. It is the intent of the Agency to use the new award in
conjunction with existing NSP funds under the same programmatic framework. With this as the
overall funding strategy, Agency Staff has been working to further develop the individual program
components, procure the necessary services and identify the appropriate personnel to manage the
multi-year NSP award.
CURRENT ISSUE:
At the Redevelopment Agency (RDA) Committee meeting on September 23, 2010, Agency staff was
authorized to conduct a formal employment recruitment for a Construction Project Manager that would
be assigned to the Agency's Neighborhood Stabilization Program on a contract employment basis.
This recruitment would commence immediately and be completed in November 2010. It was also
requested by staff that the current purchase order for Mr. Robert Oppel be extended while the
recruitment is being conducted. Presently, Mr. Oppel serves in the capacity of Construction Project
Manager under a $25,000 purchase order that will terminate in early October 2010. The amount of
such an extension on Mr. Oppel's purchase order would equal $16,000. The RDA Committee
recommended to the Community Development Commission for the approval by the Commission of
this requested action as set forth in the proposed motion.

ENVIRONMENTAL IMP ACT:
This does not meet the definition of a "project" under Section 15378 of the California Environmental
Quality Act ("CEQA"), which states that a "Project" means the whole of an action, which has a
potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable
indirect physical change in the environment.
FISCAL IMPACT:
The hourly fee of $48.00 for approximately six weeks of service would be paid through either the
administrative budget of the City's NSP or the Agency's redevelopment housing set aside funds.
Therefore, there is no net cost to the City's General Fund.
RECOMMENDATION:
That the Community Development Commission adopt the proposed Motion.
