HomeMy WebLinkAbout2010-284 1 Resolution No. 2010-284 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 2007-345, SECTION 2, C, INSURANCE (MEDICAL, DENTAL, VISION), SUBSECTION 1; SECTION 2, I, PERS, SAFETY EMPLOYEES, SUBSECTION 3; AND RESOLUTION NO. 2009-71, SECTION 2, B, COMPENSATION, SUBSECTION 1; SECTION 2, X, POST EMPLOYMENT HEALTH PLAN; BETWEEN THE CITY AND FIRE MANAGEMENT EMPLOYEES. 3 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CIT OF SAN BERNARDINO AS FOLLOWS: 7 8 SECTION 1: Resolution No. 2007-345, Section 2, C, Insurance (Medical, Dental 9 Vision), is hereby amended by adding Subsection 1 as follows: 10 (1) Insurance (Medical, Dental. Vision) 11 For the period commencing September 1, 2010, and continuin 12 through June 30, 2012, the City shall contribute for F' 13 Management employees a flat rate of $30 1.81 per month to be 14 to purchase City-sponsored medical, dental, vision, and 15 insurance. Eliminate tie of 10% above the highest group. 16 17 SECTION 2: Resolution No. 2007-345, Section 2, I, PERS, Safety Employees, 18 Subsection 3, is hereby amended as follows: 19 3. The City shall provide the 3% @ 55 retirement benefit formula for 20 fire and police management employees. 21 Effective January 1,2011 the City of San Bernardino will amend 22 the current PERS contract to provide a two-tier retirement benefit 23 of3% @ 55 for all newly hired employees in the Fire Management 24 group hired on or after January 1,2011. SECTION 3: Resolution No. 2009-71, Section 2, B, Compensation, Subsection 1, is 25 -1- 2010-284 1 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 2007-345, SECTION 2, C, INSURANCE (MEDICAL, DENTAL, VISION), SUBSECTION 1; SECTION 2, I, PERS, SAFETY EMPLOYEES, SUBSECTION 3; AND RESOLUTION NO. 2009-71, SECTION 2, B, COMPENSATION, SUBSECTION 1; SECTION 2, X, POST EMPLOYMENT HEALTH PLAN; BETWEEN THE CITY AND FIRE MANAGEMENT EMPLOYEES. 3 4 5 6 hereby amended as follows: 7 1. Safety classifications shall have their salaries determined 8 accordance with Charter Section 186. 9 a. Effective September 1, 2010, and continuing through Jun 10 30, 2012, all Fire Management employees shall accru 11 three (3) hours of leave time per week. This leave tim 12 shall have no expiration date or cash value. In all cases 13 leave use shall be arranged for and used according t 14 established departmental policy. 15 16 b. The City agrees to restore the ten percent (10%) employe budget concession prior to June 30, 2012 if sales tax, utili 17 tax, and property tax totals restore to the FY 07-08 levels 0 18 if the City of San Bernardino receives a Federal or Stat 19 20 bailout or other windfall that can be applied to the Gener Fund with no limitations equal to or greater than th 21 amount of savings achieved through the employe 22 concessions. 23 24 SECTION 4: Resolution No. 2009-71, Section 2, X, Post Employment Health Plan, i hereby amended as follows: 25 -2- 2010-284 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 2007-345, SECTION 2, C, INSURANCE (MEDICAL, DENTAL, VISION), SUBSECTION 1; SECTION 2, I, PERS, SAFETY EMPLOYEES, SUBSECTION 3; AND RESOLUTION NO. 2009-71, SECTION 2, B, COMPENSATION, SUBSECTION 1; SECTION 2, X, POST EMPLOYMENT HEALTH PLAN; BETWEEN THE CITY AND FIRE MANAGEMENT EMPLOYEES. 2 3 4 5 6 x. The City agrees to participate in the Post Employment Health PI 7 (PEHP) in accordance with the terms and conditions of the Plan' 8 Participation Agreement. Specifically, the City will establish the followin 9 PEHP programs for Fire Safety Management employees: 10 >- 401 (a) Accumulated Benefit Conversion Program 11 >- Universal Reimbursement Account 12 >- Insurance Premium Reimbursement Account 13 Effective December 1, 2010, the City agrees to amend the Pos 14 15 Employment Health Plan (PEHP), in accordance with the terms an 16 conditions of the Plan's Participation Agreement, to include Holida 17 hours. 18 SECTION 5: All other terms of Resolution Nos. 2007-345 and 2009-71 not modified b 19 these amendments continue in full force and effect.
