RESOLUTION NO. 2010-50 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 6 OF SAN BERNARDINO AS FOLLOWS: 7 WHEREAS, the City of San Bernardino is committed to providing its residents with 8 safe and efficient transportation facilities; and 9 10 11 12 13 14 15 16 17 18 19 20 WHEREAS, the City of San Bernardino desires to develop an improvement plan for transportation facilities in the University area near the California State University-San Bernardino within the City of San Bernardino; and WHEREAS, such transportation improvements would serve to expand the existing transportation systems and enhance connectivity to meet future transportation demands within the City of San Bernardino; and WHEREAS, such transportation improvements would also serve to enhance public safety and security; and WHEREAS, these improvements would support planned economic development and promote job growth; and 21 WHEREAS, the CBTP Grant Program funds are made available by Caltrans to 22 encourage long term neighborhood transportation improvement that will enhance economic 23 24 25 development and promote job growth; and WHEREAS, the City of San Bernardino is eligible to apply to Caltrans for such CBTP Grant Program; and 26 27 28 III 2010-50 1 RESOLUTION. . . SUPPORTING THE CITY'S SUBMITTAL OF COMMUNITY 2 BASED TRANSPORTATION PLANNING (CBTP) GRANT APPLICATION FOR THE UNIVERSITY NEIGHBORHOOD TRANSPORTATION IMPROVEMENT PLANNING 3 STUDY. 4 5 WHEREAS, the City of San Bernardino desires to apply for CBTP Grant funding in support of the development of the University Hills Neighborhood Transportation Improvement 6 Planning Study; 7 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY 8 OF SAN BERNARDINO DOES HEREBY RESOLVE AS FOLLOWS: 9 SECTION 1. The foregoing recitals are true and correct and are incorporated herein by 10 this reference. 11 12 13 and to submit applications on behalf of the City together with such additional information from SECTION 2. The City Manager or his designated representative is authorized to execute 14 the City as a sub-recipient for the use and administration of the CBTP Grant Program Funds for 15 the study of potentially qualifYing projects within the City. 16 17 18 19 20 SECTION 3. The City Manager or his designated representative is authorized and empowered to execute all documents, as may be required by Caltrans, and are necessary to complete and submit this grant application to CaItrans. Project Description (maximum of I page), (20 points) A. Briefly summarize project (maximum of 60 words. 10 points) B. Briefly describe the project area (e.g. urbanlruraVsuburban setting, geographic characteristics, location, etc. (10 points) The University Neighborhood Transportation Improvement Study proposes to evaluate the transportation network in the University area of the City of San Bernardino. The study area includes the California State University at San Bernardino as well as the surrounding residential neighborhoods and the commercial and industrial development along the 1-125. A key component of the study will be the evaluation of the proposed Campus Parkway Interchange at 1-215. The City's current Circulation Plan includes the extension of Campus Parkway from Kendall Orive to Industrial Parkway with a new interchange at the 1-215. The interchange project is also included in the Regional Transportation Plan. The extension along with the new interchange would provide a second, more direct access to the University from the 1-215, while accommodating anticipated growth in area travel demand. The City desires to develop a Project Study Report for the interchange project and intends to partner with the University on a public outreach program. The public outreach element of the study would solicit input relative to interchange design elements and design themes, as well as considerations relative to the multi modal aspects of the project. The plan envisions both pedestrian and bicycle components in addition to provisions for public transit. The project would include: support for economic viability, increase safety of the transportation system, include non-motorized elements for pedestrians and bicyclists, enhance the integration and connectivity of the transportation system, promote efficient system management and operation, and enhance the operation of the existing transportation system. 21 2010-50 Fiscal Year 2010-11 TRANSPORTATION PLANNING GRANT APPLICATION 3. Project Justification (maximum of I page), (20 points) A. List and describe the problems and/or deficiencies that the project is attempting to address. (10 points) B. Describe how the roo ect will address the identified roblems and/or efficiencies. 10 oints The California State University at San Bernardino is one of the fastest growing universities in California. Founded in 1965, CSUSB currently enrolls more than 17,500 students and employs more than 2,100 faculty and staff. While the University has been experiencing rapid growth, so has the surrounding University Neighborhood. The adjacent residential area, which has been built since the inception of the University, serves as home to a number of young families and provides housing for many of the students, staff and faculty from the University. The 1-215 corridor in the area has also seen substantial growth in commercial and industrial development. Not only have we seen tremendous growth in the area over the past several years, but there is every indication that such growth trends will continue. As such, the City desires to advance planning efforts to expand the existing transportation network and systems in order to accommodate anticipated demand. Recent environmental studies indicate that University Parkway, the current access to the University from the 1-215, operates at a good level of service (LOS) at the freeway ramp terminals. However, the Kendall Orive and University Parkway intersection operates at LOS 0 during the PM peak hour and the intersection of Northpark Blvd and University Parkway operates at LOS E during the PM peak hour. 2030 forecasts for these same intersections show PM peak hour LOS of E or F. With the construction of the Campus Parkway extension and interchange, coupled with additional improvements in the area, the intersections along University Parkway are projected to improve to a PM peak hour LOS of C or O. Purpose of the University Neighborhood Transportation Improvement Study is to evaluate community needs and begin preliminary planning for the Campus Parkway extension and interchange. The study will include a public outreach component to solicit community input regarding the project and to help guide decisions relative to design elements and themes, as well as multi modal aspects of the project. 22 2010-50 Fiscal Year 2010-11 TRANSPORTATION PLANNING GRANT APPLICATION 4. Public Participation (maximum of 2 pages), (20 points) A. IdentifY the project stakeholders (i.e. low-income and minority communities, Native American Tribal governments, other underrepresented groups, community-based organizations, and businesses affected by the project. (10 points). B. Describe the outreach methods that will be used to reach the public and the project stakeholders with an em hasis on en a in traditionall under-re resented communities. 10 oints. The major stakeholder in the study area is the California State University-San Bernardino (CSUSB). CSUSB currently enrolls more than 17,500 students and employs more than 2,100 faculty and staff. It is currently envisioned that the public outreach forums would take place on the CSUSB campus and be publicized and promoted on campus as well as with the surrounding neighborhood. There is no preponderance of low-income or minority families within the study area, however, the neighborhood exhibits a mix of various racial and ethnic groups, as does the student enrollment and the faculty. Community outreach efforts will focus on the student population which is transient in nature and traditionally under-represented in such infrastructure planning efforts. Outreach efforts will concentrate on the surrounding residential neighborhood, as well as the commercial and industrial land uses and owners along the 1-215 corridor. A concerted effort will be made to solicit input from those property owners and residents immediately adjacent to or in close proximity to the planned Campus Parkway extension and interchange. 23 2010-50 Fiscal Year 2010-11 TRANSPORTATION PLANNING GRANT APPLICATION I If necessary, use this paRe to continue response for Question #4 (public Participation). 24 2010-50 Fiscal Year 2010-11 TRANSPORTATION PLANNING GRANT APPLICATION S. Explain how the completed project and its deliverables will be applied (or carried forward) to the next sta el hase 10 oints The project will build upon existing data to evaluate transportation system needs in the study area. The project will identify area stakeholders and enlist their aide in defining local objectives relative to transportation improvements for the area. The project will solicit public input with the help of local stakeholder groups regarding currently planned transportation infrastructure improvements and seek public involvement with respect to interchange design elements and design themes. The project deliverables will include the following: 1) A study report cataloging available resources, detailing the study methodology, identifying stakeholder groups, and summarizing the study findings. 2) A Project Study Report for the Campus Parkway Extension and Interchange. These products will be used to carry the project on to the next phases: Project Report and Environmental Oocuments. 25 2010-50 Fiscal Year 2010-11 TRANSPORTATION PLANNING GRANT APPLICATION 6. Project Management (20 points) A. List the Scope of Work (see page 28 in the Transportation Planning Grant Guide for a sample Scope of Work). The Scope of Work must be in a Microsoft Word format and include: (10 points) - What work is to be done: Provide an outline or general picture of services. List project tasks and identifY any specific project deliverables. Also, list milestones for major tasks that mark the completion of a work package or phase. - Who is responsible for what tasks: Discuss the roles and responsibilities of agency staff and consultant contractors. - When the work is to be done: Provide schedule information for the services that will be required. B. Project Schedule (see page 31 in the Transportation Planning Grant Guide for a sample Project Schedule). The Project Schedule must be in a Microsoft Excel format and include: (10 points) - Timing, responsibilities, cost, cost distribution, and deliverables of all tasks in the Scope of Work. For CBTP and EJ a lications, all ro'ect schedules should reflect a start date of Febru 2011. It is our understanding that the study wiH evaluate transportation needs in the area surrounding CSUSB with particular emphasis on the development of preliminary planning studies for the Campus Parkway extension and proposed interchange all-215. CSUSB supports this planned improvement to local infrastructure and we look forward to working with the City in seeing this improvement become a reality. It has been suggested the CSUSB facilities may be uscd to hold proposed public outreach components of the study.
