Description: Westbound SR-210 Waterman Avenue Exit Ramp & 30'' Street—New traffic signal. Finance: Council Notes: nGIt) Agenda Item No. 2 CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Resolution approving a Consultant Services Agreement with Willdan for design of a Traffic Signal at Route 210 westbound Waterman Avenue off-ramp at 30th Street(TC08-09). Backeround: The intersection of the Route 210 westbound Waterman Avenue off-ramp at 30th Street is a T- intersection and is controlled by a one way stop at the freeway ramp. The majority of traffic exiting the freeway turns west toward Waterman Avenue resulting in long backups on the ramp waiting to turn left during peak hours. Some impatient drivers turn east then execute a U-turn on 30th Street or use Parkside Street as a"cut through" to go north. This has resulted in complaints of speeding traffic from residents along Parkside Drive. Traffic signal warrants support a signal at this location. In 2008, the Mayor and Common Council allocated $200,000 in the budget to improve and signalize the intersection. The intersection is under the jurisdiction of Caltrans. Caltrans has indicated they will not participate in the cost of this signal, but will assume responsibility for installation of a signal at the I-215 off-ramp at Palm Avenue as a fair share exchange. In addition to signalizing the intersection, measures will be taken to discourage U-turns in 30`h Street and left turns into Parkside Drive. Using the process approved by the Mayor and Common Council, staff pre-qualified six (6) firms to provide On-Call Civil Engineering Design and Project Management Services in support of the Capital Improvement Program (CIP). A report on the selection process and firms selected was filed with the Mayor and Common Council on October 5, 2009. The six pre-qualified firms are LAN Engineering, Willdan, AEI-CASC Consulting, David Evans & Associates, Inc. (DEA, Inc.), Transtech Engineers and AECOM. In accordance with guidelines established by the City Engineer, the firms of Transtech Engineers, Willdan and AECOM were invited to submit proposals for design of a Traffic Signal at Route 210 westbound Waterman Avenue off-ramp at 30th Street(TC08-09). Staff reviewed the proposals submitted by Transtech Engineers, AECOM and Willdan and evaluated them based on rating factors (except fee) approved by the Mayor and Common Council in 2003. It was unanimously agreed that Willdan submitted the best proposal for a fee of$46,540.00. Design is expected to be completed in approximately six months and construction will require approximately 9 months. 2 CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT—Continued Financial Impact: Sufficient funds to cover the cost of this Agreement are available in Account No. 264-484-5504- 7836 "TC08-09 Westbound SR-210 Waterman Avenue Exit Ramp & 30`h Street — New traffic signal". This detailed scope will be used to finalize the project schedule and project budget. The control of project costs is an important part of Willdan's project management approach. Engineering design labor costs will be monitored through weekly reports generated by our BST system which is comprehensive and Generally Accepted Accounting Principles (GAAP) compliant. Beginning with electronic timekeeping, project hours are assigned to the appropriate tasks and sub-tasks and booked as work-in-process. In addition, pre-bill reports are generated that identify the hours to be billed, along with any other direct charges to the project. This is the information used to determine each month's invoicing. Once hours and charges are billed, they are immediately shifted to Accounts Receivable and out of Work-in-Process to ensure that billed hours are inactivated. Monitoring is easily accomplished by utilizing team member progress updates and making comparisons between the scope ? of work, schedule and budget. -'t Civil Engineering Design Approach As we understand, the City needs professional services on an as needed F basis for a variety of projects. Typically the QAQC review will be conducted two weeks prior to any significant submittal by senior level staff that have minimal to no involvement in the project to have an independent review of the product. The review will utilize the Project Specific Quality Notebook for review. The review will be completed within a week and distributed to the team. WI LLDAN I P Proposal for Public Works On-Call Civil Engineering Design and Project Management Services 39 San Bern jeo The Contract/Project Manager will then direct staff to make the corrections necessary and will be reviewed by the key staff involved in the project. Upon completion of addressing the comments the product will be submitted to the client for review. The Project Specific Quality Notebook, including checklists used during each review will be available to the City staff upon request. For civil engineering design project, Willdan will perform formal quality control plan reviews at three critical stages: 35%, 65%, and 95% submittal. Mr. Hunt will select senior technical staff members outside of the project team to conduct these peer reviews. This enables objectivity in the review and catches mistakes that may not be caught by staff members too close to the work. Quality control comments and resulting actions are noted and compiled to be reviewed and placed in the project file. The quality control documents are 3 available for client review also. 1) Value engineering will be performed on key projects that may involve 3 numerous alternative methods for completion. Meetings and frequent updates from the design and construction teams will address issues as they arise, so the City staff can make decisions while there are still choices available. The intent of this project is to construct a new traffic signal and the d widening of the exit ramp to provide dual left turn lanes and dedicated right turn lane. The project will also F include the installation of hardwire signal interconnect to connect the new traffic signal with the existing traffic d signal at Waterman Avenue and 30th Street, as well as, striping modifications for westbound 30th Street at Waterman Avenue to provide dual right turn lanes. At this time, it's our understanding that the improvements for this project will occur within the existing City and State right-of-ways and no right-of-way acquisition will be required. Currently, the SR 210 exit ramp has one dedicated left turn lane and right turn lane. 30th Street is an existing 4-lane 80' wide roadway separated by a double yellow line, except for a painted median and raised median between the exit ramp and Parkside Drive. Westerly, at the intersection of Waterman Avenue, 30th Street is a 4-lane roadway, with two lanes in each direction, a left turn pocket and a 20'wide defacto right turn. The proposed striping improvements will result in shifting the lanes towards the southerly curb to provide for dual right turn lanes for westbound 30th Street to northbound Waterman Avenue. The impact of utility relocation for underground/overhead facilities and the extent of grading will not be known until the ramp widening has been approved by Caltrans. Willdan's approach to this assignment will be to first meet with the City and Caltrans to discuss and obtain all project requirements and understand the City's precise objectives and needs. Preliminary research will then be performed to gather information regarding the intersection, including reviewing available as-built street, storm drain, striping plans and survey information. Field'survey will be conducted to obtain topography and to develop horizontal and vertical control. We will also conduct utility investigations, contact the utility companies to obtain record drawings, and notify the affected utilities of the proposed project. After a project kick-off meeting, Willdan will initiate the design survey and begin preparing the design plans, technical specifications, and construction estimates (PS&E) per the City's requirements and information obtained from the utility companies. Preliminary design plans will be submitted to Caltrans Encroachment Permit to begin the permit process. Scope of Work Following the design kick-off meeting, Willdan will provide the following services in accordance with the City's RFP dated November 4, 2008.
