There is an additional requirement for grantees awarded under the hiring of new firefighters activity that they commit to retaining the SAFER-funded firefighters for one full year after the end of the period of performance with 100 percent local funding. In previous program years, the grantee was required to provide a cost-share that was equal or greater than 10 percent in the first year, 20 percent in the second year, 50 percent in the third year, 70 percent in the fourth year, and 100 percent in the fifth year. For this program year, there is no prescribed cost share, and per-position salary limits have been eliminated. Grantees are free to draw any amount of Federal funds to cover actual salary and benefit costs - up to their budgeted and awarded funding limit - as long as there is Federal funding available. Should the actual salary and benefits costs requested for reimbursement exceed awarded Federal funds, the grantee would be obligated to pay 100 percent of those costs. Volunteer and mostly- volunteer combination departments should also discuss any additionai roles the SAFER-funded firefighters will be expected to perform, such as chief officer, training officer, fire marshal, fire inspector, health/safety officer, or fire prevention/public education officer. . A statement regarding the impact of current staffing levels and proposed staffing levels on the department's daily operations. This statement should explain how the community and current firefighters are at risk without the needed firefighters, and to what extent that risk will be reduced if the applicant is awarded. . An explanation of the applicant's financial need and their inabiiity to address the need without Federal financial assistance. . Note: Fields marked with an . are required. Project Description . Please enter your narrative statement using no more than six single-spaced pages in the space provided.. Use and benefits of newly hired firefighters: Firefighters hired through the grant will increase staffing levels on four (4) first response fire apparatus from three personnel to four. This increase in staffing will improve the initial and sustained attack capabiiities on fire responses, and improve efficiency on EMS calls for service. Both of these improvements will have a direct, positive effect on the heaith and safety of the community by decreasing fire ioss rates and mortality rates. Additionally, increased staffing levels on engine and truck companies will help the department comply with NFPA 1710 standards. Impact of current and proposed staffing levels on daily operations: The recent reduction of staffing in the department has resulted in fewer engine companies staffed at appropriate levels as identified by NFPA 1710. Fewer personnel on these engine and truck companies equates to delays in attacking structure fires, resulting in increased dollar loss rates and the potential for increased mortality rates due to fire. Furthermore, the City of San Bernardino is located in one of the most active wildland/interface zones in the country, with a history of devastating wildland fires that have burned hundreds of homes. By increasing staffing through this grant, the fire department's abiiity to launch effective, early attacks on these fires will reduce the chances that they will grow beyond our capability to control. Financial need and inabiiity to address without Fed Assistance: The City eliminated twelve (12) firefighter positions by mayor and councii action prior to October 31, 2009; ten (10) positions are currently vacant, with two (2) positions to be vacated by attrition within the next several months. httos :// eservices. fema. gOY IF emaFireGrantlfiregrantli sp/ safer2009/ applicationlnarrative.j sp ?view=print&p... 12/1/2009 Narrative Statement 2009-370 Included in the salary formula for twelve (12) firefighter positions, are the costs associated with firefighter step raises and an approximate 3% annual pay increase payable on August 1 st, per City Charter Section 186 requirements. Page 2 of 3 As a result of significant economic downturn, The City of San Bernardino has faced budget shortfalls in the millions of dollars over the iast two years. Perpetuating this problem is a continued trend of tax revenue losses, iocal business closures, and a local unemployment rate that now exceeds 14%. To maintain operations, employees of the city of San Bernardino have had to make pay and benefit concessions, and the City government has been forced to eliminate 120 positions city-wide, 13 of which have been fire department emergency personnel. These actions, although necessary, have decreased the margin of safety that a well staffed fire department can provide. Without Federal assistance In correcting these fire department staffing deficiencies, this margin could widen, increasing the risks to the community members and the firefighters who serve them. How we will seek, recruit, and hire members of ethnic minority, etc: The San Bemardino City Fire Department makes special efforts to attract prospective hires from local resources such as high schools, local community colleges, and vocational education programs. We have partnered with a local charter school that specializes in public safety training to support efforts in developing potential candidates from as young as the 9th grade. Additional recruitment efforts include participation in job fairs, recruitment fiyers, and broad advertisement of position openings and applications procedures. The Fire Department ensures that testing and selection processes for these positions meet Federal EEOC validation requirements for employee selection procedures. Our efforts to improve the ethnic, racial, and gender diversity in the fire department have increased the number of minorities hired over the last six years. Although we are still challenged to expand this trend, our current representation of ethnic minorities within our ranks is higher than the State average per the United States Census Bureau. Long-term plan to retain employees It is the desire of the City of San Bernardino to maintain strong, effective fire services for the community, which includes a commitment to appropriate staffing levels. We believe that this grant will create the momentum necessary to bring staffing levels back to pre-recession levels years sooner than if the City has to find the funding through current revenues. The San Bernardino City Fire Department is currently developing programs for cost recovery and expanded services that will increase revenue generation.
