Synopsis of Previous Council Action:
December 1, 2008: The Mayor and Common Council approved the 2008 and 2009
holiday closure requiring affected employees to take off Friday, December 26, 2008,
using their own accrued leave, and requiring similarly affected employees to take off
Friday, January 2, 2009, using their own accrued leave.
Recommended Motion:
That the Mayor and Common Council authorize the closure of City Hall for the
Christmas Eve/Christmas Day on Wednesday, December 23, 2009 and Thursday,
December 24, 2009; and New Year's Eve/New Year's Day on Wednesday,
December 30, 2009 and Thursday, December 31, 200 .

2009-2010 Holiday Closure Days
Background:
This year the Christmas and New Year's holidays fall on Thursdays and Fridays (December
24/25 & December 31/January 1, 2009/10). Due to the Friday furloughs, staff is recommending
that the holidays that fall on Fridays be observed on Wednesdays (December 23 and December
30, 2009). This schedule change will allow most employees to use their holiday time instead of
accruing unspent holiday time.
City Hall will still be open for business on the Monday and Tuesday of each holiday week. It is
anticipated that there will be little public traffic on these days.
Human Resources Department staff met and conferred with SBPEA, the recognized
representative for the General and Mid-Management employees, and the
Confidential/Management group regarding the closure dates. Most of the employees in these
groups are on a reduced work week with Fridays off, and moving the observance of the holidays
to Wednesdays will provide an anticipated cost savings to the City of$1,400.00 in utility costs.
This closure does not impact Police or Fire operations, or any other critical operations.
Attached is a listing of departmental availability during Holiday Closure 2009 & 2010. The
miscellaneous bargaining units (General, Mid-Management and Confidential/Management and
Unclassified) concur with the above recommendations.
Financial Impact:
Anticipated cost savings is $1,400.00 in utility costs.

New Year's Eve/New Year's Day on Wednesday, December 30, 2009 and Thursday,

Holiday Operations 2009-2010
City Hall will be closed Wednesday through Friday, both the week of Christmas and the week of
New Year's (December 23, 24, 25, 30, 31, 2009 and January 1, 2010).
The following departments will remain open during the Holiday closure:
Police
Fire
Note: Emergency Services and Response remains open; Administrative Office and Fire
Prevention Bureau will observe City Hall closure schedule.
The following departments will be open with certain conditions:
Animal Control
The Animal Shelter will be closed to the public during the Holiday closure but will be open on
the following Saturdays. Animal Control Officers will be working all days, and on-call all nights.
City Attorney's Office
This office will observe the Holiday closure on December 25`h and January Is', but will be open
on December 24`h and December 31
Development Services
Development Services will follow the Holiday closure. Building and Public Works development-
related inspections may be provided as determined on a case-by-case basis. Public Works utility
and/or capital projects inspections may be provided as determined on a case-by-case basis.
Economic Development Agency
The Economic Development Agency offices will be closed from Thursday, December 24`h
through Friday, January 1.
Facilities Management
The various divisions of Facilities Management will be available as follows:
Building Maintenance - On-call for emergencies only; please call Fire Dispatch at
384-5777.
Custodial Maintenance - Will continue in full operation to Carousel Mall and
Central Police Station.
Downtown Security - Not available
Office Staff - Not available
Parking Control - Not available
Finance Department
Print Shop and Mail Service will follow the Holiday closure.

Library
The Feldheym Central Library will be closed Thursday-Saturday during the two weeks of the
holidays,December 24-26 and December 31-January 2.
Parks, Recreation and Community Services
The Parks, Recreation and Community Services Main Office will be closed according to the
Holiday closure.
The Parks Division will be closed during the Holiday closure, except for limited park
maintenance at Littlefield/Shultis Park, Hudson Park, Perris Hill Park, Wildwood Park,
Seccombe Lake Park, and Lytle Creek Park.
Cemetery employees will be off during the Holiday closure; however, the grounds will remain
open for visitors on those dates.
Recreation Division Centers will be closed for the Holiday closure. Hours of operation during
the balance of the holiday season are as follows:
Hernandez Center 8 am to 8 pm (Children's hours 1-8 pm)
Campos Center 8 am to 8 pm (Children's hours 1-8 pm)
Lytle Creek Center 9 am to 8 pm (Children's hours 1-8 pm)
Nicholson Center 10 am to 8 pm(Children's hours 1-8 pm)
Perris Hill and 5th Street Senior Centers and CID will be closed in accordance with the Holiday
closure.
Public Services
Integrated Waste Management employees will observe the December 25th and January 1St
holidays only. Residential and commercial customers will be one day late on receiving services
after the Friday holidays. All other crews will be off unless on standby(sewer crew).
Water Department
City Hall and Water Reclamation Plant offices will be closed on December 24th, 25th, 31St and
January 1 st. Twenty-four hour crews will be available for emergencies.
