Subject:
Authorize the Director of Development Services to execute Contract Change Order No. One with
A.K. Engineering for Traffic Signal Modification at Waterman Avenue and Parkdale Drive
(TC05-07). Per Project Plan no. 11628.
Background:
The traffic signals located at the intersection of Waterman Avenue and Parkdale Drive have been
modified to allow for protected north and south left-turn movements. This Capital Improvement
Program (CIP) project will improve traffic safety at the intersection and also aid in reducing
traffic congestion. New signal poles, mast arms and signal heads are being installed as part of
the proj ecl.
Change Order:
During construction of the project the contractor encountered the following conditions:
1. One of the existing signal conduits was unusable due to an accumulation of dirt and debris.
In order to route new wiring to the signal, the conduit had to be replaced, which required saw
cutting though an existing concrete handicap ramp. The additional work was completed at a
cost of $6,725.00.
2. Caltrans recently installed curb ramps at the intersection that conflicted with City plans.
Since the new signal poles would then be located too far from the intersection, it was
necessary to install pedestrian push-button posts in order to comply with accessibility
requirements. The additional work was completed at a cost of$I,100.58.
3. The new traffic controller equipment required programming changes to be compatible with
the newly modified signal system. Until Caltrans modified the signal timing plan, no work
could be done by the contractor, causing a construction delay. The standby time added an
additional cost of $829.04.
4. During construction it was found that two of the State's existing loop indicators were not
working. To insure a proper functioning traffic signal, the contactor was directed to replace
the existing loops. The additional work was completed at a cost of$718.13.

Financial Impact:
The revised estimated project costs are as follows:

Total Project Cost $86,382.75
This change order represents a net increase of 12.2% of the original contract amount. There are
sufficient funds in the project account to cover this change order. This project had a total budget
of 591,000, including the additional costs for inspection and contingencies. Inspection costs
were estimated at 8.2% and contingencies were estimated at 10% of the total contract amount.
The change order exceeds the 10% contingency, but the actual inspection costs were less than
anticipated, so no additional funds are needed for this project.
Recommendation:
Authorize the Director of Development Services to execute Contract Change Order No. One with
A.K. Engineering for Traffic Signal Modification at Waterman Avenue and Parkdale Drive
(TC05-07), Per Project Plan no. 11628.

Install New Lateral Crossing & Wire
The existing conduit crossing was congested with debris and was unusable. The
contractor was directed to replace the existing conduit and wire. The handicap ramp was
cut into in order to fix the conduit. It was then necessa to re lace the handica ram .
Install Pedestrian Pushbutton
When placing the traffic signal poles, it was determined that the pedestrian push
button pole would be too far from the crosswalk to meet ADA standards. The
contractor was directed to install a new edestrian ost and ush button.
Standby Time
The existing controller was not programmed to accept the new improvements;
therefore, the contractor was ordered to stand by until the programming was
com leted.
