Minutes of Meeting
THURSDAY, June 20, 2002
The regular meeting of the Parks and Recreation Commission was called to order by
Chairman D'Amico at 3:05 p.m. in the Conference Room at 547 North Sierra Way, San
Bernardino. California.
Commissioners Present:
Chairman D'Amico, Vice-Chairman Austin, and
Commissioners Hampton, Messer, Topoleski, Vega, and
Westwood.
Commissioners Absent:
Commissioners Alonso and Kubesh

Lemuel P. Randolph, Director and Debbie Piantadosi,

Junior University - Commissioner Westwood:
Commissioner Westwood introduced Jeff Grande and Jerry Long from Junior University.
They provided the Board a brief overview of their summer programs at Perris Hill
Roosevelt Bowl facility as well as distributing information packets. Approximately
15,000 people attend their summer plays annually (held from early July through mid-
August). Excerpts from their play "Cinderella" were also shown. They have installed a
number of improvements at the site including a new power panel, fencing and other
amenities that have been donated by local businesses and volunteers alike for the past
30+ years. An average season includes over 100 youth and adults 30+-piece orchestra.
Their ticket prices are kept to a minimum and they did request that Parks staff water the
area between the restroom/snack bar facility and entrance to the Bowl by either placing
gravel to mitigate the tracking of dirt and dust inside the bowl areas.
Commissioner Westwood suggested that Los Padrinos pressure wash the restrooms. The
cast consists of youth from 9 years old through high school. College age students have
traditionally built their "sets" Junior University is truly a teaching/learning experience
for those who have an interest in drama theater productions.
Approval of Minutes:
Chairman D'Amico stated that in the minutes on Page 2 under the dog park issues within
the second paragraph, it stated "... to remind the Commission that their main focus is
advisory in nature and should not include operational issues." As I read the charter, it
doesn't say that. It says that our duties are to establish (by Charter) an advisory capacity
to the Mayor and Common Council of all matters pertaining to parks and recreation and
advise the Council on establishing the department priorities youth affairs, etc., etc...
So whenever I see that its almost like someone is telling me its ok to get involved in in
what we want you to get involved in... it says that we can go to Fred Wilson. We don't
have anything to do with Fred Wilson.... I don't think nothing should ever get passed
here... "If it comes to a point where we would like something done, and it simply cannot
be done, we do have the right to have a vote and have a representative go before Council
or under public comment, and state that this is what the commission would like to
do.... You've asked us to advise you and that's exactly what we are doing.
Commissioner Messer suggested that a period be placed after the word "nature" and
deleting the phrase "and should not include any operational issues.." Director Randolph
indicated that the context reference to this statement involved dog park operation. He was
referring to the ongoing issues of the Dog Park and volunteers. There was no interest in
coming back to this body every time a citizen or anyone else has a complaint about the
Dog Park.
Commissioner Messer indicated that the first sentence within the second paragraph under
Commissioners Announcements should read Commissioner Hampton rather than
Westwood (Westwood was absent) complimented Commissioner Alonso on his
assistance to Westside.
Under section title "Norton Recreation Center - Murray Hayden Grant Application,"
Commissioner Topoleski requested that staff provide a venue. for using local artists from
Center of Individual Disabilities (CID) to display their 'art pieces at the Galaxy
Recreation Center. She also asked whether or not staff would consider using the same
configurations for all park equipment, which may save grant funds since the primary
users of these playgrounds are younger children.
Commissioner Hampton motioned and Commissioner Messer seconded to approve the
minutes as amended above.
Skateboard Park:
Director Randolph indicated not a lot of progress could be reported that at this time other
than the RFP has been prepared and is awaiting the Development Services Department to
move on it. They indicated that it has move up on their priority list.
Commissioner Westwood commented ref: skater stoppers - newspaper article - Cajon HS
designs aestethics. Commissioner Hampton indicated that the City does not have funds.
Skateboard project will be funded through Capital Projects.
Director Randolph indicated that our skateboard' park will be a facility that is fully
supervised.
Holidav Event - Julv 4th
Director Randolph indicated two weeks from today - annual event - change would
include a carnival and positive response from Police Department. We are planning to add
more lighting and security particularly along east side along Belle Street which will be
closed this year. There is a parade planned for that morning and three of P&R
Commissioners will be serving as judges. Glenda is the lead staff person.
Commissioner Westwood indicated that there would also be at noon a concert along
Court Street square. Junior and high school and SB wind instrument.
Budl!:et
Council has just completed its third budget workshop for FY 02-03 and because of a
reduction in utility tax rebates and some other revenue shortfalls, the budget was short by
$2.2 million. The reserve was built up to about 10% of the budget or $9.8 million and so
the Council at their last meeting on Monday, decided to dip into those reserves to make
the budget whole for this coming fiscal year. In addition, funded $700,000 in new
programming from $2.9 million hit to the reserve was reduced to $6.9 million.
Director Randolph further reported that our department operating budget remain the same
other than one additional item which funds for payment for the Westside Community
Center lease. We have a community referral services at this site; leasing around 3500
square ft. The New Hope Missionary Church purchased this property in November 2001.
This was one of five service changes that were funded.
The Council has not had any discussions regarding the Capital Improvement Projects
(CIP).
Grant UDdate
We received preliminary feedback regarding our Murray Hayden grant application to the
State of California for the renovation of the Galaxy and Gymnasium at old Norton site
that $500,000 with a match requirement - positive response that we are completing at this
point. The state has received only 5 different agencies and of our 5 our grant application
is on top of that list thus far.
Trees
A grant application was completed on May I, 2002 to purchase up to 1400 trees (1/2 for
parks and 1/2 for streets). through Proposition 12 flOlds.
Commissioner Comments:
Chairman D'Amico stated that as a group.. ..Tape ended on Side A.
Commissioner Westwood announced that with the new council ward boundary approval,
the Blair Skateboard Park is now part of Ward 2 rather than Ward 5. Encourage people to
come to the July 4th concert at 12 noon. Take tickets to Jr. University and thanked
everyone for listening to their participation today.
Commissioner Hampton 4th of July - need to be sensitive with the present fires going on
... Redlands prohibits fireworks.... The fireworks displays have selling booths
throughout the city.... Non-profits organizations use for fundraising.
