Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on November 19, 1985,
the following recommendation was made:
The application for Change of Zone No. 85-22 was unanimously
recommended for approval.
The Negative Declaration for environmental review was also
recommended for approval.
Recommended motion:
To approve the responses to comments and to adopt the Negative
Declaration for environmental review which has been reviewed
and considered.
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Ordinance.

1. The applicant requests approval to change the zone of a parcel encompassing
approximately .22 acres from R-3-1200, Hullipl~-Family Residential to C-4,
Central Business District.
2. The subject site is located at the northwest corner of 7th Street and
Pershing Avenue with surrounding land use and zoning consisting of single-
family residences on property zoned R-3-1200 across Pershing Avenue to
the east, apartments on property zoned R-3-1200 to the north, an office
under construction and offices on property ZOOl'U C-4 and C-3A across
Arrowhead Avenue to the west and office on property zoned C-4 across 7th
Street to the south.
3. The General Plan designates the site FinanciaJ, Office and Professional
Area. The request to change the zone to C-4, is in conformance with the
General Plan.
4. The subject site is currently vacant with office building under construction
directly to the west. The applicant has indicated that the subject site
will be developed and utilized as additional parking for the office
building. Development of the prop~rty for 'my commercial use or use in
conjunction with commercial requires a Revie\~' of Plans.
5. The proposed C-4 zone is compatible with existing surrounding zoning
and will not be detrimental to adja["ent property values.
6. At the Environmental Revi.<.>w Committee Meetin(; on October 31, 1985, Change
uf Zone t-.io. 85-22 was reconunended to be issued a negative declaration.

Based upon the observations, staff rec.ommends dJopLion of the negative declaration
and approval of Change of Zone No. 85-22.
