I I The plan also describes actions the City has taken or plans to take over the next three (3) year period, November 1, 1985 - October 31, 1988, including, but not limited to; the CDBG-funded Neighborhood Rehabilitation Program, the Rental Rehabilitation Program, single and multi-family mortgage revenue bonds, I the infill housing program and the NhS owner-built housing program. I I The last part of the plan contains quantified data regarding existing housing stock conditions and the City's three (3) year goal for assisting substandard units in various categories. Based on this report an estimated 7,890 disabled persons live in San Bernardino. However, about 3,650 of them have types I of disabilities which are likely to affect their housing needs, such as blindess, deafness, musculoskeletal condi tions, amputa t1ons, deformities, mental retardation, epilepsy, mutliple schlerosis, paralysis, etc. Updating this information to 1985, the number of handicapped persons residing in the City of San Bernardino is estimated to be 3,760. Most of the disabled are not inllower income households. The es tima tes of the number who are lower income renters in the overall population. Note also that about seven percent of the disabled are also elderly. Ten percent of all rental units developed will be accessible to the handicapped. I Special Housing Needs of Households headed by Single Individuals with dependent children I According to the 1980 census, there are a totsl of 4,732 single psrent families in San Bernardino comprising 11% of total households. A 1979 report by the Fair Housingl Project called "The Extent and Effects of Discrimination Against Children in Rental Housing" shows thst female-headed families sre renters 1.7 times I as often as all households with children and that -3- -- -- r I, I, I female-headed low income renters vith children tend to be inadequately houaed about 30% ..ore often than overall lower income households in California. Hence, about 1,391 I single parent households with children are estimated to need rental aasistance. Updating this information to 1985, the number of Bingle-parent households with children are estimated to be 1,460. About 84% of all single parent hosueholds are female-headed, and 16% are lIlB.1e-headed, according to the 1980 census; therefore, of these 1,460 families, 1,226 are estimated to be female-headed, and 234 are estimated to be male-headed. Actions to be Taken ,to Implement Three Year Goal I An estimated total of 16 units (3 elderly, 8 small family, and 5 large family units) viII be demolished as a result of redevelopment activities over the next three (3) years. Of these sixteen (16), nine (9) are estimated as presently substandard. All residents will be assisted in relocating and will receive appropriate Ibenefits. Specific actions to implement the three (3) year goal include the following: I 1. The Redevelopment Agency will be implementing an infill program to create affordable housing through its 20% housing set-aside program, which will enable acquisition of infill sites and I provision of site improvements to enable construction of new homes in existing neighborhoods located in HAP Census Tracts. I 2. Further incentives for infill development includes passage of an ordinance exempting new infill housing from certain developmentlfees including permit and filing fees and utility hook-up fees. In addition, it is planned that approximately 6-8 million' dollars will be made available over the next three (3) years for financing of affordable infill housing in the designated HAP Census Tracts. I 3. The City has negotiated an ongoing working agreement with the Housing Authority of the County of San Bernardino to adminster the Section 8 program, public housing program and the Section I 8 rental assistance portion of the City's Rental Rehabilitation Program. Ongoing. I 4. The City ofl San Bernardino, through its Redevelopment Agency, plans to issue both single-family and multi-family mortgage revenue bonds over the HAP period to encourage the development I of more housing and more affordable housing in the City of San Bernardino. Single-family issues will be targeted tol HAP Census Tracts and will provide below-market financing to encourage new single-family development (both subdiviaions and infill housing) purchase of existing housing (through acquisition and rehabilitation financing) and rehablli tat10n of existing housing by present homeowners of low to moderate income. Multifamily mortgage revenue bonds I I -4- I will require that 20X of the units created be affordable to families of low or moderate income. I Targeting of rehabilitation ass1atance to families of low or moderate income will be done through CDBG-funded single-fsmily owner-occupant rehabilitation. Under San Bernardino's: Neighborhood Rehabilitation Program, financial assistance is available city-wide but only to those families of low income. In addition, assistance is targeted through promotional activities to HAP census tracts. I The Rental Rehabilitation Program is also targeted to HAP census tracts and provided only to structures occupied primarily by lower income renters. Section 8 rental assistance is provided to existing tenants of rehabilitated properties through the RRP supplemental Section 8 allocation of 45 additional Section 8 certificates for San Bernardino. I In addition, rehabili ta tion rehabilitation I Should additional opportunities arise for participation in other HUD programs (such as Housing Development Grants or additional Section 202 Elderly projects), the City of San Bernardino will actively compete for these additional resources to further meet the hOUSing needs of its lower income citizens. I By Cooperation Agreement with the County of San Bernardino, rental proje'cts in San Bernardino with at least 20X of the units restricted to low income households at rents less than 30X of tenant income may be financed with County Multi-family Mortgage Revenue Bonds. We expect that about 150 new units , will be financed in San Bernardino in this manner or through the City/Redevelopment Agency or California Housing Finance Agency bonds lover the next three (3) years. The voters of the City of San Bernardino approved two (2) referenda allowing public ownership or financing of low rent public housing pursuant to Article XXXIV of the California Constitution: This enables the uae of public housing and various mul ti -family financing programs. With the Cooperation Agreement in place with the County, arrangements are made fori additional public housing should funding become available and apprpriate projects be proposed. I Density bonuses and a number of other fee waivers and planning concessions are in place to support both the !nfill program (described above) and to improve the feasibility of affordable housing development in the City of San Bernardino. 5. 6. 7. " 8. 9. 1. ~- "b . ~ the City will apply for Section 312 money as available to provide additional assistance to qualifying homeowners. -5- '. t I HOUSING ASSIS~CE PLAN - FIRST YEAR October I, 1985 to Bepte.her 30, 1986 The following actions are planned for the first year: I The Section 8 Existing Housing Program will serve an additional sixty (60) families in the first HAP year under the regular Section 8 existing program. I The Rental Rehabilitation Program will rehabilitate a total of 30 units in the first HAP year, of which 22 will serve families who will receive Section 8 Certificates allocated specifically to San Bernardino for the RRP program. Future funding of the Rental Rehabilitation Program is uncertain beyond this year. I The Redevelopment Agency of the City of San Bernardino plans to issue 36 million dollars I in Single-family mortgage revenue bonds, of which 19 million will assist in financing new construction of 340 units of which 10%, or 34 units, will serve families of lower income; 8-13 million will assist families lin purchase of 130 existing units, of which approximately 15 will be purchased by lower income families; two (2) million will assist 40 first"'time home buyers to purchase 40 new houses constructed on , infill lots (see #8 below); and two (2) million will be used for rehabillitation/home improvement activities. I The Redevelopment Agency also plans to issue 60 million multi-family mortgage revenue bonds (in three issues) which will provide financing for the construction 1,720 new units of multi-family rental housing. Twenty percent (20%) ofl these units, or 344, will be designated for rent by lower income households. I The CDBG Rehabilitation Loan/Grant prot-ram is reserved specifically for. families of loWer income. Approximately 30 substandard units will be rehabilitated in' the first HAP year. I An emergency loan grant program is available for senior citizens to help correct health and safety code violations. Approximately 25 units will be rehabilitated under this program in the first HAP year. I Neighborhood Housing Service; Owner/Built Program; NHS is operating an owner/built program in San Bernardino. Eight (8) units are planned to be built under this' program in the first HAP year. Infill Program: I the Redevelopment Agency, through its tax-increment 20% set-aside program, is establishing a revolving loan fund to assist in financing infill development of new single-family homes in certain neighborhoods on' the west side of the City. The revolving loan fund will , provide loans to developers to acquire vacant parcels. Developers will arrange their oWn construction financing, and two (2) million dollars of permanent financ'ing will be made available from the Redevelopment Agency' s single-family Mortgage Revenue Bond program.
