Briqqs Phone: 5256 Supporting data attached: Yes Ward: N/A FUNDING REQUIREMENTS: Amount: N/A Sou rce: Finance: Council Notes: 75-0262 Agenda Item No. 5,3 " "--"" 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO SUPPORTING FUNDING BY THE SAN BERNARDINO COUNTY BOARD 3 OF SUPERVISORS FOR A 3-YEAR DEVELOPMENT PROGRAM TO IMPROVE THE COUNTY'S SCIENTIFIC INVESTIGATION SERVICES. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 5 SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. Recitals. 7 A. During the last few years, the San Bernardino County 8 Sheriff's Department Crime Laboratory and Identification Division 9 has been unable to keep up with the growing and more sophisticated 10 needs of the criminal justice system. 11 B. A dramatic increase in the reliance on finite physical 12 evidence by investigators and prosecutors, plus bold and 13 scientific sophistication by expert witnesses and defense 14 attorneys, and a general increase in violent crimes and drug and 15 alcohol related prosecutions have greatly impacted the scientific 16 investigative workload of the Crime Laboratory and Identification 17 Division. 18 C. In many cases, understaffing and outdated equipment have 19 resulted in examinations not being completed until just before or 20 during trial, which may result in reducing the number of guilty 21 pleas and thereby necessitating expenditures of hundreds of 22 thousands of dollars more every year in prosecution, county-paid 23 defense costs, and the costs associated with witness and jury 24 fees, and additional court time. 25 D. Sheriff Floyd Tidwell proposes a 3-year development 26 program to build a strong, state-of-the-art scientific 27 investigative service for all local law enforcement agencies and 28 the total criminal justice system within the County of San /~ " ,~ 1 Bernar~ino. 2 E. The 3-year development program will result in early 3 settlement of cases, less cases dismissed, more convictions, 4 fewer criminals being released back into our community, and less 5 cost to the taxpayer. 6 SECTION 2. Implementation. The Mayor and Common Council of 7 the City of San Bernardino support the provision of these 8 a~~itional facilities and urge the San Bernardino County Board of 9 supervisors to provide funding to improve the scientific 10 investigation services provided by the Crime Laboratory and 11 Identification Division of the Sheriff's Department. 12 SECTION 3. The City Clerk of the City of San Bernardino is 13 hereby authorized and directed to transmit a certified copy of 14 this resolution to the Clerk to the Board of Supervisors of the 15 county of San Bernardino. 16 I HEREBY CERTIFY that the foregoing resolution was duly 17 adopted by the Mayor and Common Council of the City of San 18 Bernardino at a meeting thereof, held on 19 the day of , 1985, by the following vote, 20 to wit: 21 AYES: 22 23 24 25 26 27 / / / / / 28 Council Members NAYS: ABSENT: City Clerk / I / / / -2- , .
