STAFF REPORT
San Bernardino City Hall is located five blocks west of Waterman
Avenue, which generally is a division between the City and the
County of San Bernardino. Our main Fire Station is located just one
long block west of Waterman Avenue.
Further to the east, approximately 4 blocks, are Anderson School,
the Center for the Disabled, and Nortan, North Senior Center.
Waterman Avenue is also one of the main north-south streets through
the City of San Bernardino, and from approximately Third Street to
Ninth Street the east side has a "hop-scotch" boundary between City
and County, which is a nightmare where jurisdictional problems are
concerned.
Based on the above observations and the fact that we have started a
beautification program for the City of San Bernardino, which would
allow us to plan and improve Waterman Avenue, we recommend that we
proceed with this proposed annexation.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO MAKING
APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION OF THE
3 COUNTY OF SAN BERNARDINO FOR THE ANNEXATION OF INHABITED TERRIRORY
LOCATED GENERALLY BETWEEN WATERMAN AVENUE AND PEDLEY LANE AND
4 BETWEEN THIRD AND NINTH STREETS.
5 WHEREAS, the Mayor and Common Council as the governing
6 body of the City of San Bernardino are initiating proceedings for
7 a change of organization (annexation) pursuant to Government Code
8 Part 2 of Division 2 of Title 4, Section 35000, et seq.,
9 NOW, THEREFORE, the Mayor and Common Counci 1 do hereby
10 resolve, determine and order as follows:

SECTION I. Application and a proposal is hereby made
12 to the Local Agency Formation Commission of the County of San
]3 Bernardino for the annexation of inhabited territory located
14 generally between Waterman Avenue and Pedley Lane and between
]5 Third and Ninth Streets, and as outlined in the justification
]6 form marked Exhibit "A", and the plan and narrative marked
]7 Exhibit "B", which are attached hereto and incorporated by
]8 reference as fully as though set forth at length herein.

SECTION 2. The City of San Bernardino will accept the
20 present county zoning'on an interim basis. After the area has
2] been annexed, we will review the zoning for compliance with the
22 goals and objectives of the city:s general plan.

SECTION 3. The Clerk of the governing body is hereby
24 authorized and directed to file a certified copy of this
25 resolution with the Executive Officer of the Local Agency
26 Formation Commission of the County of San Bernardino.

NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED
ANNEXATION TO THE CITY OF SAN BERNARDINO,
LOCATED EAST OF WATERMAN AVENUE, BETWEEN 3RD AND 9TH STREETS

Bernardi no agrees and desi res to annex the above descri bed
territory to the City of San Bernardino, for the following
reasons:
1. The territory proposed to be annexed is contiguous to
the corporate limits of said City.
2. The incorporation of this territory will help contribute
to and facilitate the orderly growth and development of the
existing City area and the territory proposed to be annexed. The
West boundary of the proposed annexation is within 2 miles of
City Hall for the City of San Bernardino. This proposed

3. This annexation will also help to provide a uniform and
orderly manner of growth, planning and zoning of lands, and the
subdivision of lands therein in such a manner most conducive to
the welfare of said City and the area proposed for annexation.

The following is an enumeration and description of services
which will be extended to the affected territory, which describes
the level and range of such services that will be provided, as
well as the feasibility of extending such services and any
improvements that will be required by the City, along with a
description of when the service will commence and the financing
of such improvements and services and any condition imposed by
the City.
1. Planning, Zoning, Code Enforcement and Building
Inspection - The City shall provide these services in conform-
ance with appropriate government codes and City Ordinances as
well as following the City,ls General Plan for zoning and subject
to the provisions of Land Use Ordinance No. 1991. This function
is supported by Ci ty taxes and appropriate zoning, building and
permi t fees.
2. Parks and Recreation - The area proposed for annexation
will have no impact on park or recreational facilities or pro-
grams, and no additional service will be required as a result of

the annexation. The cost to the taxpayer within the proposed
annexation will be collected through the City taxes, and by
required fees charged to those individuals who wish to partici-
pate in City sponsored recreational activites where charges and
fees are applicable.
Recreationa1 services available to this area are presently
provided through the programs and recreational activities
currently conducted at Mill Center, 503 East Central Avenue,
Seccombe Lake, which is approximately two blocks from the Western
boundary, and Perris Hill Park, which is located approximately
two miles to the North.
3. Libra ry Servi ce - It. is i mportan t to note tha t the
resources of the entire library system are readily made available
to the proposed annexation, including the Downtown Central
Branch, this is the Central Library 10cated at 6th and "E"
Streets.
4. The Ci ty of San Bernardi no Poli ce Department currently
maintains a force of 359 personnel, of which 240 are sworn
personnel. The patrol division of the City of San Bernardino
Police Department uses a team policing system of patrol within
the City. In addition to the patrol division, a detective
division of 30 sworn officers work from 8:00 a.m. to 5:00 p.m.
weekdays. There is an average of 15 police units, including
support, administrative and supervisory personnel, on a standard
three shi fts per day conti nuous basi s. The 240 sworn personnel
provide a ratio of approximately 1.87 officers per 1,000
population. There are also approximately 70 school crossing
guards serving the City.
5. Public Safety, Fire, Paramedic and Rescue - Fire
protection service will continue upon annexation and the affected
residents will be provided with a Class 3 rated Fire Department
with ten (10) different fire stations to respond. A typical
structural fire on the first alarm deploys two (2) engine
companies, one (1) ladder truck company, a paramedic squad and
one (1) Battalion Chief. In addition to fire protection, the
City also has a minimum of three (3) paramedic units on duty 24
hours a day, each unit has two (2) paramedics each, giving a
total of six (6) paramedics on duty at all times. Also, the City
is equipped with helicopter assistance for rescue and/or
evacuation service when required. The closest station is the
Main Station, located at Third Street and Allen Street,
approximately two blocks from the West boundary line of the
proposed annexation.
6. Public Safety, Ambulance Service - The City of San
Bernardi no under Ordi nance No. 1987 franchi se to Courtesy
Ambulance Company as the only medical transportation carrier

within the City limits. The rates are established by the above
ordinance and said fees are paid by the user.
The treatment, disposal and reclamation of wastewater is
processed by the Ci ty of San Bernardino's Treatment Plant. The
area of the proposed annexation will be served by the City of San
Bernardino and the East Valley Water District.
7. Liberty and T.V. Cable - These companies presently
provided services to this area, upon property owners request.
8. Public Utilities: Electricity, Gas and Telephone
Service - These services are currently provided to the project
area. The City will allow service to continue upon annexation
under the present franchi se agreements between the various
utility companies. The rate structure and cost to the property
owners are controlled by the Public Utilities Commission and any
expansion of future service wi1l be created by the request of
developer and/or property owners.
9. Solid Waste, Collection and Disposal - When the area is
annexed and developed, the City will provide service at that
time. Also, if upon request the City will provide refuse service
to the existing customers, or at the end of the 5 year
cancellation period, whichever comes first.
10. Transit - Upon annexation, the bus service provided for
this area will remain under the control of Omnitrans.
Omnitrans' long range transit plans are at the request of
residents in the area through their Councilman or directly to
Omnitrans. Such change must have approval of the City Council.
The Short Range Transit Plan calls for continuation of the
present service levels on these routes. Service level changes
are made twice yearly, in January and June, and are initiated at
the request of the City Counci1 and/or Omnitrans planning staff.
