Synopsis of Previous Council action:
09/23/85 -- Staff directed to proceed to investigate assessment district
possibilities for construction of a new fire station.
Recommemled motion:
That the City Engineer and City Clerk are authorized to proceed with
initiating proceedings for the establishment of an assessment district
under the provisions of Chapter 12.90 of the San Bernardino Municipal
Code and that the City Engineer is directed to prepare an Engineer's
Report for the construction, equipping and furnishing a fire station, in
the Vanderbilt Way area. in the City of San Bernardino.

STAFF REPORT
Extensive commercial and industrial development in the southern portion
of the City has necessitated the need to provide additional fire
protection. It has been proposed that this need be met by constructing
a new fire station in the Park Centre Development.
Meetings have been held with the various parties involved. The general
consensus is that formation of an assessment district to finance the
costs of constructing, equipping and furnishing a new fire station is
the best vehicle to use. This assessment district would be established
pursuant to Chapter 12.90 of our Municipal Code.
The tentative location is a 2-acre site, north of Vanderbilt Way. and
east of Waterman Avenue. This site is very acceptable to the Fire
Department, since it provides good coverage of this area. Al so, it is
adjacent to the Santa Ana River which will facilitate the helicopter
operation.
Due to the fact that the need for this additional fire station is
preciptated by the commercial/industrial developments, no residential
zoned parcels will be included within the boudaries of the proposed
districts. A map showing the tentative boundaries of the district is
attached for reference.
Assessments will be based upon the assessed val ue of the land and
improvements. Vacant parcel s wi 11 be assessed, si nce the fi re sta ti on
will facilitate development. Their assessments will increase upon
development.
In lieu of selling bonds, it is proposed that the proceeds be raised
through Certificates of Participation. These certificates will also
include the cost for vehicles approved in the 1985-86 8udget. Combining
these items will serve to lower the incidental and financing costs.

identified costs.
The above esti mate of cost does not incl ude any amount for land
acquisition, since it is proposed for the property owners to be
compensated by a means other than the assessment district.
We recommend that authorization be granted to proceed.
