Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on November 5, 1985, the following
recommendation was made:
The application for Change of Zone No. 85-19 was unanimously recommended for
approval.
The Negative Declaration for environmental review was also recommended for
approval.
Recommen<:led motion:
To approve the responses to comments and to adopt the Negative Declaration for
environmental review which has been reviewed and considered.
To approve, modify or reject the findings and the recommendation of the
Planning Commission and to direct the City Attorney to prepare the necessary
amendments to the Zoning Ordinance.

The request is to change the land use zoning district from R-I-7200, single-
family residential to R-2, two-family residential. The subject property is
a rectangularly-shaped parcel of land consisting of approximately 6,750 square
feet located at the northeast corner of 20th Street and Pershing Avenue and
further described as 220 West 20th Street.
The San Bernardino General Plan designates the site and surrounding properties
for medium density residential, 8-14 units per acre. Surrounding properties
are zoned R-I-7200, single-family residential to the north, south across
20th Street and west across Pershing Avenue and R-3-1200, multiple-family
residential to the east.
The Uptown General Plan Amendment which is being processed in conjunction
with the Uptown Redevelopment project area proposes an overall reduction to
the residential density for the subject area. Each of the alternatives
presently being considered designates the site and surrounding properties for
low density residential at 4 to 7 units per acre in recognition of the
predominant single family residential character of the area. The Uptown
General Plan Amendment is tentatively scheduled for Planning Commission con-
sideration in January, 1986. The subject property is currently vacant.
Surrounding land uses include single family residences to the north, south,
east and west. Scattered residential duplexes are located within the surround-
ing neighborhood.

The subject parcel is one of two remaining vacant lots in an otherwise estab-
lished single family residential neighborhood with limited potential for a
transition toward multiple-family residential development. The requested
changes of zone to an R-2, multiple family residential designation would
represent a spot zone within an otherwise R-1, single family residential
area. The current R-3 designation located to the east of the site has not
transitioned toward multiple family residential. The other remaining vacant
lot is located within this existing R-3 zoned area. In view of the pending
general plan amendment to single family residential for the site and surround-
ing properties, a change of zone at this time would further impact the exist-
ing R-1 continuity of the area.
At the Environmental Review Committee meeting of October 17, 1985, the
requested change of zone received a recommendation for a negative declaration.
