Synopsis of Previous Council action:
On September 23, 1985 Mayor and Common Council set October 7, 1985, at 9:00 a,m,
in the Council Chamber of City Hall to hear the appeal filed by Richard Andrews
on behalf of David Hatfield.
Recommended motion:
To affirm, modify or deny the decision of the Board of Building Commissioners to
abate the nuisance by demolition

An Order to Show Cause was issued by the City Attorney, A meeting was
held on December 16, 1982, The owner agreed to submit plans, Alquist-
Priolo earthquake requirements, obtain a grading and building permit and
to verify, by plot plan, if variance was required for being too close
to property line, Job went dormant again.
Complaints from neighborhood that work had recommenced and rocks were
rolling down the hillside onto their property, Found that the owner
had started work, had poured concrete floors and walls, covered plumbing,
heating and electrical without permits, plans, inspections, grading plans
or earthquake provisions required by the Alquist-Priolo Act.
Board of Building Commissioners hearing - owner would not agree to submit
plans as requested, Board ordered demolition. Mr. Hatfield has requested,
on several occasions, that he be allowed to submit his plans for this
project to the Superintendent of the Department of Building and Safety
exclusively, rather than submitting them to the Department of Building
and Safety as part of the routine permit process. Mr. Hatfield was informed
that many departments of the City would have to review the plans and that
they would become public record at the time of permit issuance, It was
suggested he copyright his plans, which he said he had done.
During all this period, many phone calls have been made and discussions held at the
counter to no avail, As far as it is known, he has not contacted Engineering or
Planning Departments to work out their requirements.

Complaint received of dormant construction. Investigation revealed
cleared ground to rear of residence which owner said was to be a
future carport. No work going on at that time.
An investigation revealed extensive excavation and plumbing, heating
ducts being run in ground which showed evidence of more than a carport,
Plans and permits were requested,
Mr. Hatfield was contacted again for plans and permits for structure
which he said would be submitted in 2 weeks.
