Recommended motion: To approve responses to comments and to adopt the Negative Declaration for environmental review which has been reviewed and considered. To approve, modify or reject the findings and the recommendation of the Planning Commission and to direct the City Attorney to prepare the necessary amendments to the Zoning Ordinance. The proposal is to change the land use zoning district from R-1-7200, Single-Family Residential to R-2, Two-Family Residential Zone. 2. The subject property is a rectangularly-shaped parcel of land consisting of approximately 8,400 square feet having a frontage of approximately 60 feet on the south side of 25th Street and a frontage of approximately 140 feet on the east side of Arrowhead Avenue. 3. The subject property is currently vacant. Surrounding properties include single-family residences to the south, east and west and a church to the north. There is a single parcel zoned R-3-1200 located one lot south of 25th Street on the west side of Arrowhead which is developed with a duplex. Said property was rezoned from R-1-7200 in February 1951. 4. The current General Plan designation for the subject site is Residential at 8 to 14 units to the acre to which the change of zone request to R-2, would be in conformance with the existing General Plan designation, however, the site and surrounding properties are located within the pending Uptown General Plan Amendment Area which proposes a lower residen- tial density in view of the actual land use of single-family residential. The Uptown General Plan Amendment is tentatively scheduled for Planning Commission consideration in November, 1985. 5. The subject parcel is the only remainin9 vacant lot in an established single-family residential neighborhood with limited potential for a tran- sition toward multiple-family residential development. The requested change of zone to an R-2, Multiple Family Residential designation would represent a spot zone withi n an otherwi se R-1 Si ngle-Fami ly Resi denti al zoned area, resulting in the loss of continuity in the existing single- family land use pattern for the area. The applicant has indicated that he intends to develop the property as a duplex with the appearance of a single-family dwelling. However, a change of zone request cannot be conditioned, therefore there are no guarantees as to what will eventually be developed. \.
