This item was continued from the Planning Commissison meetings of
lJecember 6, 1983, March 20, 1984, October 2, 1984 to tonight's meeting
in order [or the Uptown Redevelopment Project to be formulated and
land use alternatives developed.
lnJications are that the Uptown project should be ready for public
hearing around the fIrst of the year (1986).
'fodate, two land use alternatives arc being proposed for this area.
Both alternatives indicate multiple family residential at 8-14 unit,
per acre which will allow for apartment development. The intent of
the city is to initiate a mass zone change within the project are
in order to create t.:onformity of both the the general plan and the
zoning t.:lassi fication. The 8-1l~ units per acre designation would
permit " R- 3- 3000 zone.

Since the Uptown I~edevl'lopment Project still has a substantial period
of time until the hearing process begins, staff recommends that the
request for Change of Zone No. 83-28 be denied at this time.

1. The applicant is requesting approval to change the zoning on a parcel of land
consisting of 9,330 square feet on the east side of F Street approximately 220
feet north of Tenth Street.
2. The present zoning on the site is C-4, General Commercial and the request is
to change the zoning classification to that of an R-3-1200 zone.
3. The General Plan designation for the area is Medium Density Residential at 15
to 36 units per acre. The R-3-1200 zone requested is in conformance with the
General Plan designation.
4. The zoning to the east of the site for the full length of Acacia Street down
to Tenth Street is currently R-3 and each lot is occupied by a residential
use.
5. To the north and south of the subject site (500 feet north to the corner of F
and Tenth Streets) is zoned C-4, however, each lot is occupied with a residen-
tial use. Across the street on F Street and for a distance of 500 feet north
and south is all residential uses and like the east side of F Street is zoned
C-4.
6. The feasibi lity of this area becoming developed commercially is doubtful.
F Street is not heavily enough traveled to justify a commercial developer to
invest in this area, especially where there are other locations in the city
that are more promi si ng as a successful commerci al venture.
7. fhis portion of F Street would be better as a residential zone due to the
existing single-family and multiple-family structures in the area. At the
present ti me, all of the resi denti al structures that are on both si des of F
Street dre considered existing nonconforming uses and before any additions can
not be made to the structures, a variance would have to be approved by the
Planning Commission.
RECOMMENDAllON:
Staff recommends approval of Change of Zone No. 83-28 based on the observations of
the staff report. Furthermore, staff would recommend to the Planning Commission
to recommend to the Mayor and Common Council that staff be directed to process a
mass zone change for both sides of F Street for a distance yet to be determined to
change the zoning from C-4, General Commercial, to R-3, Multiple-Family
Residenti a1.
