residential zoning is neither compatible with surrounding uses
nor the best use for this land.
Fourth Street Rock Crusher has mined either property adjoining
this parcel or property in this area since 1924. We contribute
to the community by employing more than 60 employees with an
annual payroll of $2,400,000. Sales tax paid to the city from
our operation (1%) is $100,000 annually.
The development of the subject property will impact our
operation. Because of conflicts between housing and our
operation, we could be forced to shut down in the future.
At the planning level, we proposed along with the property
owner, a light industrial zoning for this property. The staff
did not thoroughly consider light industrial zoning and told
the property owner they would not support it. Later at the
meeting held for the citizens' input, at the very beginning of
the meeting, staff stated they would not support light
industrial use and that they supported residential.

Because the area needs more jobs, light industrial would be the
"best use" of the land, not residential. Also, our operation
would be in danger if further encroachment of housing was
allowed.
We urge you to either send this zone change request back to
staff for further study including light industrial use, or vote
to deny this zone change and keep needed open space on the west
side.
