Synopsis of Previous Council action:
06-15-87 --- Implementation plan for Central Garage Management Audit
approved, and staff authorized to include $60,000 in
the 1987/88 Budget for the installation of two 3-post
hoists.
Finding made that installation of two 3-post hoists is
needed for health and safety reasons.
Plan approved and authorization granted to advertise for
bids.
Bids rejected and authorization granted to re-advertise
for bids.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
12-08-8} .
A total of 3 bids were received. However, two were not
accompanied by a proper bid security, which means they are invalid.
The third bid was in the amount of $49,148.34, for the
Basic Bid under Schedule One. Additive Alternates Nos. 1,2, 3
and 4 will need to be included in the contract, in order to obtain
a fully functional unit.
After the bids were opened, the bidder advised that their
Basic 8id price could be reduced by an amount of $6,860.00, due
to improved availability of materials which would avoid the
necessity to pay the City liquidated damages. Contract Change
Order No. One reduces the bid price by $6,860.00, from $49,148.34
to $42,288.34.
We recommend that a contract be awarded for the valid bid
that was submitted, for Bid Schedule No. One plus Additive Alter-
nates Nos. 1, 2, 3 and 4.
The contract price for this project will be:
Basic Bid - Schedule No. One $ 49,148.34
Less Deductive Contract Change Order 6,860.00
No. One - Sub-Total $ 42,288.34
Additive Alternate No. One (Electrical Service) $ 3,750.00

Two
URGENCY CLAUSE
The first bids received were rejected, since they were considerably
higher than the written quote provided by a contractor. This action
has placed the project behind schedule. It is planned to commence the
swing shift on 1-04-88, and the lift will be needed for these per-
sonnel to reach their full potential.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO HAAKER EQUIPMENT COMPANY FOR INSTALLATION OF A 65,000
POUND OMER 300 PLATFORM TRUCK AND EQUIPMENT LIFT IN THE CENTRAL
GARAGE, AND APPROVING CONTRACT CHANGE ORDER NO. ONE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Haaker Equipment Company is the lowest
7 responsible bidder for: 66,000 Pound Omer 300 Platform Truck and
8 Equipment Lift in the Central Garage, in accordance with Plan
9 No. 7371, for the total amount of $60,952.34; a contract is
10 awarded to said bidder accordingly for Bid Schedule One and
11 Additive Alternates Nos. 1,2,3, & 4, and Contract Chan']e Order
12 No. One approved for a decrease in the contract price of $6,360.00
13 but such award shall be effective only upon the contract being
14 fully executed by the parties; all other bids therefor are hereby
15 rejected; and the Mayor is hereby authorized and directed to
16 execute said contract on behalf of the City; a copy of the
17 contract is attached hereto, marked Exhibit "A" and incorporated
18 herein by reference as fully as though set forth at length.

SECTION 2. Execution and Amendments. This contract and
20 any amendments or modifications thereto shall not take effect or
21 become operative until fully signed and executed by the parties
22 and no party shall be obligated hereunder until the time of such
23 full execution. No oral agreements, amendments, modifications or
24 waivers are intended or authorized and shall not be implied from
25 any act or course of conduct of any party.
26 I HEREBY CERTIFY that the foregoing resolution was duly
27 adopted by the Mayor and Common Council of the City of San
28 Bernardino at a
