Speakers from both the House and Senate Budget Committees will be in attendance, as will representatives from the U.S. Conference of Mayors which will be holding its mid-winter meeting January 19-22, 1988. Local governments acquire important planning information necessary for effective implementation of housing and com- munity development programs. I recommend adoption of the form motion. Kenneth J. The session which runs from 9:00 a.m. to -- approximately 7:00 p.m. will be preceded by an openi~lJ/ reception at the washington Marriott on Tuesday ~~E~ / evening, January 19 from 6:00 to 8:00 p.m. ~ Traditionally the NCDA Legislative Committee session focuses on the Federal Budget outlook for the coming year. Speakers from both House and Senate Budget Committees will be invited to address the morning session of the meeting. It is certain that ramifications of the compromise budget agreement for both fiscal years 1988 and 1989, as well as the on-going requirements of the Gramm-Rudman deficit reduction law, will be topics of importance at this year's session. There will also be discussions regarding the issues surrounding reauthorization of the housing and community development programs. As in past years, NCDA members attending this meeting will participate in a joint session with the U. S. Conference of Mayors (USCM) scheduled for 5:30 p.m. on January 20 and followed by a reception at 7:00 p.m. USCM will be conducting its Mid-Winter Meeting on January 19-22 at the Capitol Hilton Hotel for those of you who plan to attend that meeting. We have enclosed the Legislative Committee Meeting Registration Form and a Room Reservation Request envelope for the washington Marriott Hotel.. Affiliated with the National League of Cities and the U.S. Conference 01 Mayors c 1"--", i""..- ~ page Three Housing and community Development Authorization After failure of the Senate last week to pass the Conference Report to the housing bill, House and Senate negotiations must begin anew to see if a compromise can be reached. The Senate Housing Subcommittee will likely offer a revised bill that will attempt to eliminate or modify objectionable provisions in the Conference Report raised on the Senate floor including: reduction in authorization levelsl making the Nehemiah homeownership program an eligible activity under CDBG instead of eliminating it from the billl dropping or revising the controversial antidisplacement provision for CDBG or UDAG projectsl and limiting the application of the lead-based paint abatement provisions. - It is expected that the House Housing Subcommittee will not accept most of the proposed eliminations or substantial modifications of these provisions which were approved by a huge margin two weeks ago. Further discussions on the future of an authorization bill for housing and community development will resume after the Thanksgiving recess. Year End Outlook Most federal spending for FY 1988 has been temporarily extended at FY 1987 levels by way of a short-term Continuing Resolution (CR) which expires on December 16. By that deadline date, attempts will be made to enact a full year Continuing Resolution (through September 30, 1988). This final CR would incorporate the FY 1988 appropriation levels for all programs as ultimately required by a final budget agreement. - ~ - - - - C' /...'" - '-'" .'
