be approved, and the Director of Public Works/City
Engineer authorized to submit nomination forms to
SAN BAG for inclusion on the priority list for
funding.

The 1986 Federal Highway 8ill authorized a 4-year Federal-Aid
Urban Program for local agencies. This program is for the period of
10-1-86 to 9-30-90.
These funds are apportioned by a process approved by SAN8AG.
Under the approved process, funds for cities will be apportioned to
regional projects on a priority basis. A nomination form has been
developed for projects that cities wish to receive funding for.
Points are assigned for different factors on the form. The total
of these points will represent the priority rating for the project.
Projects will be funded to the extent that funds are available.
8elow is a list of projects we propose to nominate for pri-
ority rating. We certainly don't expect to receive funding for all
projects. However, we think that a concerted effort should be made
to identify the highest priority projects.

Federal-Aid Urban Funds can be used to finance about 86%
of the total project cost, for road projects. The remaining 14%
has to be provided from local agency funds. On traffic signal
projects, the ratio is 100%.
We recommend the list be approved and authorization granted
to submit nomination forms to SANBAG.
URGENCY CLAUSE:
A meeting is scheduled at SAN BAG on 12-07-87 to approve the nom-
ination form. Approval of the list is needed by that time in
order to provide sufficient time to complete the nomination form.
