Synopsis of Previous Council action:
At the November 16, 1987 meeting of the Mayor and Council a report
on the practice of collecting fees and the traffic signalization at
Mill Street/REo Street/Inland Center Drive was requested from the
Engineering Department.
Recommended motion:
That the report outlining the practice of collecting fees for traffic
improvements and traffic signalization at Mill Street/REo Street/
Inland Center Drive, prepared by the Assistant City Enginee~ be
received and filed.

At the Council Meeting of November 16, 1987, the Sorrento Group appealed condi-
tions of development for their proposed development at 666 S. "E" Street. One
of the specific appeals was the payment of a traffic fee or the improvement of
the signal at the 5-way intersection of Mill and "E" Street. The Mayor and
Common Council asked for a report on the practice of collecting fees and the
status of other projects along "E" Street in particular.
Attached is a chart showing the development, previous and proposed uses, traffic,
impacts and mitigation. As can be seen from the chart, in those cases where an
impact is identified or the level of service is unacceptable, fees or mitigations
are required. In some cases, the traffic impact is actually reduced by the pro-
posed development and therefor, no fees are assessed.
It has long been the practice of the City Departwents to look at the traffic
impacts at the ERC level or follow the guidelines in the DRC Resolution which
only looks at major projects for traffic related problems. Review of plans are
not seen by the ERC and if the project is within normal criteria, off site or
traffic related problems are not considered unless they are so extensive that
they would be obvious to even a casual observer. Generally, this would apply
to residential developments over 500 units or major new retail centers.

In the specific case of the Sorrento Group development, it is a conditional use
permit issue. It was reviewed by the ERC who asked for a traffic impact report.
The report submitted did identify the problems and traffic to be generated and
a review of the chart shows the significant increase in overall traffic, from
95 trips to 6,417 trips. It also identified problems at the Mill and "E" Street
intersection. The proposed use is far more intense than the previous use and
level of service is unacceptable without mitigations. Other developments along
"E" Street in many cases did not change existing traffic volumes and in others
actually reduced the volumes. Perhaps the most significant increase, other than
the Sorrento Group, is the expansion of Inland Center Mall. However, this project

all project size. There are four signalized entrances and all operate at accept-
able levels of service and this development did require modification to interior

increase of 6,754% over previous usage.
All traffic volumes were calculated using the manual published by the Institute
of Transportation Engineers, Third Edition and using the average trip generation
trips.
