Synopsis of Previous Council action:
09/--/85 Final budget adoption allocating $28,276.00 as City's share
of widening box culvert on Mission Creek at Tippecanoe Avenue.
Adoption of Resolution for the execution of Cooperative Agree-
ment between the City and the County for the widening of the
box culvert (50% cost sharing - City as lead agency).
Adopt Resolution 86-88 authorizing agreement for professional
services for design of box culvert.
Adopt Resolution 86-217 authorizing agreement with County of
San Bernardino for installation of automatic gates at Railroad
Crossing 2U-4.2.
Plans approved and authorization granted to advertise for bids.

unsuitable soil, install 2-5" conduits, pour concrete taper
on uneven bridge decks, install reflective signs and lower
bottom controls elevations, for a net increase in contract
price of $4,763.81, from $231,880.00 to $236,643.81.

STAFF REPORT
During construct10n, the Contractor encountered wet, un-
suitable s01l below the 1nvert of the box culvert. Change Order
No. 1 authorizes the Contractor to excavate the saturated material
and replace with 3/4" rock, for an 1ncrease in contract pr1ce of
$2,000.71, from $231,880.00 to $233,880.71.
Contract Change Order No.2 author1zes the Contractor to
place 2 - 5" condu1ts w1th1n the bridge for future growth; place
reflective s1gns on the temporary barr1er; pour a concrete taper
between the ex1st1ng bridge decks; and lower the bottom controls
to match the ex1st1ng stream flowline, for an increase 1n the
contract pr1ce of $2,763.10, from $233,880.71 to $236,643.81.
All work under th1s contract was sat1sfactor1ly completed
as of 10-23-87. The actual final contract pr1ce 1s $227,941.71,
due to construct10n quant1t1es underrunn1ng the est1mated quant1t1es
1n the bid documents for curb and gutter, sidewalk, drlveways,
and hand ra1l1ng.
We recommend that the work be approved and accepted and
that final payment be author1zed at the exp1ration of the lien
period.
URGENCY CLAUSE
The expirat10n of the lien per10d occurs on 11-27-87. In order
to release f1nal payment by th1s date, the project must be
approved and accepted at the Counc1l meet1ng date of 11-16-87.
