box culvert (50% cost sharing - City as lead agency).
03/03/86 Adopt Resolution 86-88 authorizing agreement for professional
services for design of box culvert.
06/02/86 Adopt Resolution 86-217 authorizing agreement with County of
San Bernardino for installation of automatic gates at Railroad
Crossing 2U-4.2.
01/19/87 -- Plans approved and authorization granted to advertise for bids.
06/15/87 -- Resolution No. 87-204 adopted awarding contract for the low

1. That Change Orders No.1 and No.2 to the contract with
Bonadiman-McCain, for improvement of Mission Creek Box
Culvert at Tippecanoe Avenue, in accordance with Plan No.
7098, be approved; authorizing the contractor to excavate
unsuitable soil, install 2-5" conduits, pour concrete taper
on uneven bridge decks, install reflective signs and lower
bottom controls elevations, for a net increase in contract
price of $4,763.81, from $231,880.00 to $236,643.81.

STAFF REPORT
During construction, the Contractor encountered wet, un-
suitable soil below the invert of the box culvert. Change Order
No. 1 authorizes the Contractor to excavate the saturated material
and replace with 3/4" rock, for an increase in contract price of
$2,000.71, from $231,880.00 to $233,880.71.
Contract Change Order No.2 authorizes the Contractor to
place 2 - 5" conduits within the bridge for future growth; place
reflective signs on the temporary barrier; pour a concrete taper
between the existing bridge decks; and lower the bottom controls
to match the existing stream flowline, for an increase in the
contract price of $2,763.10, from $233,880.71 to $236,643.81.
All work under this contract was satisfactorily completed
as of 10-23-87. The actual final contract price is $227,941.71,
due to construction quantities underrunning the estimated quantities
in the bid documents for curb and gutter, sidewalk, driveways,
and hand railing.
We recommend that the work be approved and accepted and
that final payment be authorized at the expiration of the lien
period.
URGENCY CLAUSE
The expiration of the lien period occurs on 11-27-87. In order
to release final payment by this date, the project must be
approved and accepted at the Council meeting date of 11-16-87.
