CI"C OF SAN BERNARDO - REQUO FOR COUNCIL AcrJ)N STAFF REPORT The idea of speicher Park was conceived by friends and business associates of Rick Speicher as a memorial to the Speicher family who died in an automobile accident in 1986. A portion of Patton Park, approximately two acres, was designated for this purpose. During the early part of 1987, a task force was established for the purpose of identifying and resolving community concerns surrounding the development of a park near San Gorgonio High School. The task force worked cooperatively to find solutions to meet the fOllowing objectives: 1. High/Low-Level Visibility 2. Security Lights & Park Signs 3. Student Orientation 4. Police Street and Foot Patrol 5. Restrooms 6. """ RESOLUTION OF THE CITY OF SAN BERNARDINO IMPLEMENTING THE OBJECTIVES OF THE SPEICHER MEMORIAL PARK TASK FORCE. WHEREAS, Speicher Park was conceived as a memorial to the Speicher family who died in an automobile accident in 19B6; and WHEREAS, the development of Speicher Park has been through cooperation of City forces and community volunteers; and WHEREAS, the community is concerned that the park maintain the highest standards of security and beauty as a fitting and lasting memorial to the Speicher family. NOW, THEREFORE, the Mayor and Common Council of the City of San Bernardino do hereby resolve as a policy in the development and operation of Speicher Park as follows: 1. The number and location of trees in the park will be reduced from the original proposed 124 to the existing number of 65 to create an open and safe feeling in the park. 2. According to recognized park standards, lights and 16 17 18 19 20 21 ~ 23 24 ~ 26 27 28 appropriate signage will be strategically located to help make the park a safe recreational area. All park lights will be operated by photocell and will remain on from dusk until dawn. 3. The San Bernardino City Parks and Recreation Department will offer their assistance in the development of a Student Awareness Program regarding the purpose and usage of Speicher Park. 4. San Bernardino City Police Department will institute heavy street and foot patrol with high visibility of motorcycle and police car units, initially relying on an assigned unit for the first thirty (30) days during the school schedule from noon to park closing. During the school week, the rest rooms will only be available to the public during park-staff working hours. 6. After park completion, the Task Force will meet quarterly during the first year and on an as-needed basis thereafter.
