CI'I(: OF SAN BERNARDIM - REQUE~T FOR COUNCIL AC"''ON STAFF REPORT APPROVAL OF $7,700 FROM PARK EXTENSION FUNDS FOR INSTALLATION OF AN AUTOMATIC IRRIGATION SYSTEM ON THE PARKWAY ON THE 600 AND 700 BLOCKS OF 21ST STREET October 29, 1987 Page 2 The parkway in the 600 and 700 blocks of 21st Street is considerably wider than the normal City parkway and is unique in that there is a City Water Department well sit- uated within it. The parkway ranges from 30 to 45 feet in width. The well was left intact when the development of 21st Street and the adjacent tract was completed a round 1954. The Water Department planted ivy around the well and installed a hose bib outlet. There was an informal agreement with the property owner that if he would maintain the plants, the City would furnish the water. The City also installed a sprinkler system in a portion of the parkway which the property owners were to maintain at their own expense. In 1974, some of the property owners complained to the City concerning the large parkways requiring mowing, trimming and watering. The City agreed to installation of a water meter and hose bib outlet and to let the property owners hook their hoses to this outlet to water the parkways. In 1975, the City installed the sealed rock that is on a portion of the parkway near the 21st Street and Crestview intersection. This was installed by a contractor after property owners had been contacted to determine if they preferred the sealed rock or if they wished to maintain the property themselves in grass. Nothing has been done to the irrigation system since its has deteriorated and has not been used in several years. received that some property owners are hooking up to the that are not within the parkway. In addition, there has the area green during the summer months. original installation and it Complaints have again been hose bibs and watering areas been a problem in keeping In order to alleviate the watering problems and to end the complaints, it is recommended that an automatic irrigation system be installed for the entire area and that the hose bib outlet be removed. The automatic system will eliminate the requirement for depending on property owners to do the watering and will provide controlled watering to keep the area green. The estimated cost for installation of a completely automatic system is $7,700. This item has been coordinated with the Council Office. October 29, 1987 75-0264
