RESOLUTION OF THE CITY OF SAN BERNARDINO REQUESTING CHANGE
IN CONDITIONS IMPOSED ON THE CITY OF SAN BERNARDINO BY THE OFFICE
OF PLANNING AND RESEARCH RELATING TO THAT PORTION OF THE CITY
SOUTH OF THE DESIGNATED LINE.
WHEREAS, by letter dated June 11, 1987, Mr. Huston T.
Research, granted the City's request for an extension of the
requirement to have an adequate General Pian pursuant to

Government Code Section 65361; and
WHEREAS, such extension was granted subject to the
imposition of certain conditions on development in the City; and
WHEREAS, said conditions were supplemented with certain
additional conditions and clarifications in letters dated July 3,
1987, and August 18, 1987; and
WHEREAS, these conditions required that the City make
16 progress toward the completion of an adequate General Plan; and
17 WHEREAS, the designated Citizens Advisory Committee has
18 been meeting for several months to obtain citizen input and
19 advice on the appropriate land uses and designations for a new
20 General Plan; and
21
WHEREAS, an outside consultant has been retained to assist
22 the City in this process; and
23 WHEREAS, in the original conditions a line was established
24 running approximately west to east dividing the foothill areas of
25 the City in the north from the more developed areas south of the
26 line; and

1 WHEREAS, south of said line existing land uses, open space
2 and topographic features are substantially different and it is
3 anticipated, based on the information gathered to date, that the
4 new General Plan will make considerably fewer changes in the
5 designated land uses south of said line since much of it is
6 already developed; and
7 WHEREAS, the City is prepared to appoint a committee to
8 review individual proposals for development south of said line to
9 assure that they are in keeping with the surrounding land uses
10 and with the anticipated new General Plan designations; and

WHEREAS, there are a number of cases currently pending in
12 Superior Court that would be resolved if conditions prohibiting
13 development south of said line were modified.
14 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common
15 Council of the City of San Bernardino do hereby request that the
16 restrictions and conditions imposed in the letters from the
17 Office of Planning and Research dated June 11, 1987, July 3,
18 1987, and August 18, 1987, as they relate to that area south of
19 the aforementioned line, be lifted, exclusive of R-3 restrictions
20 and R-3 exceptions, and in their place a committee be established
21 to review each proposed development to assure that it is in
22 keeping with the surrounding land uses and with the anticipated
23 new General Plan designation, with the understanding that such
24 approval would not be final approval of the project but that all
25 such projects would have to meet all other requirements and
26 approvals required by applicable state law and City ordinance.
