STAFF REPORT
In a letter dated May 13, 1987. from the Engineering Contract Services Oepart-
ment of the County of San Bernardino, the County agreed to include the City in
its existing contract with International Technology Corporation for the devel-
ment of a SWAT Report for the former City landfill site located east of Waterman
Avenue and north of the 1-10 Freeway. However, at a later date, the County
revised the agreement from $26,737 for work covered by County contract, which
did not include the drilling and well installation; to $5,377 for the cost of
development and delivery of approved SWAT proposal only.
The City now has the responsibility for selecting a drilling contractor and
preparation of the final SWAT report.
The proposal (attached) by ITC for completion of the SWAT test for the Water-
man Landfill is acceptable to the Director of Public Services.

the marketplace and to solicit this source would work an incongruity and
serve no legitimate purpose. The best source has already been identified.

International Technology Corporation (IT) is pleased to submit our proposal
for the completion of the Solid Waste Assessment Test (SWAT) for the Waterman
Landfill. The SWAT project will be done under the same conditions and pricing
schedule as the other landfills that IT is assessing under a contract with the
County of San Bernardino. The proposed work plan follows the Waterman SWAT
proposal that was prepared for the City of San Bernardino by IT under contract
with the County. The proposal has been submitted to the Santa Ana Regional
Water Quality Control Board (RWQCB) and IT's estimated costs assume the
Board's approval of our proposal. Any additional work that may be required by
the Board - for example, an additional well or continued sampl1ng beyond our
inltial sampllng - will necessltate additlonal costs.
PROPOSED WORK PLAN
The prlmary objectlve of a Solld Waste Assessment Test ls to determlne whether
the landfill ls leaking hazardous substances that may degrade the quality of
nearby ground water. Therefore, the proposed work plan includes: (1) drill-
ing and installation of three ground-water monitoring wells; (2) monitorlng
well development and collection of ground water samples; (3) laboratory
analysis of soil and water samples; and (4) data analysis and report prepara-

tion. These four tasks are summarized below:
Task 1 - Drilling and Monitoring Well Installation
IT proposes to drill, log, and sample three boreholes adjacent to the landfill
(Figure 1). Borehole WA-1 is located south of the landfill and is intended to
be an upgradient, or background well. Boreholes WA-2 and WA-3 are located
north of the landfill and are intended to be downgradient wells. The original
SWAT proposal called for the downgradient wells to be drilled on the bank of
the river. Howeyer, further investigation suggests that the river bank
contains landfill material and therefore, the wells will need to be drilled on
the edge of the river channel. Subject to Santa Ana RWQCB approval, we are
planning to drill the wells with hollow-stem augers rather than the air rotary
technique. From the results of the monitoring wells previously drilled on the
Tri-City property, we are estimating an average depth of 50 feet for each of
the boreholes.
Soil samples will be collected every 5 feet above the water table using a
California Modified Split-Spoon sampler. All samples will be sealed in the
field, stored on ice, and entered into IT Chain-of-Custody procedures to
maintain the integrity of the samples delivered to the laboratory. We propose
to analyze two fine-grained soil samples from each well in order to detect
possible leakage from the landfill. One sample will be the first fine-grained
soil encountered in the well and the other will be the last fine-grained soil
encountered before reaching the water table.
Following the completion of borehole drilling and sampling, 4-inch monitoring
wells will be installed through the hollow-stem augers, according to industry
standards. This includes the placement of a silica sand filter pack around
the screened portion of the the monitoring wells, followed by a bentonite
plug. The annular space will then be filled with grout to seal the borehole
from the top of the bentonite plug to the ground surface.
Task 2 - Monitoring Well Installation and Sampling
The monitoring wells will be developed by mechanical surging and will be
adequately purged prior to the collection of any ground water samples, After
purging, a ground water sample will be collected using a Teflon bailer. All
samples will be collected in glass containers, sealed in the field, stored on
ice, and entered in IT Chain-of-Custody procedures.

Task 3 - Laboratory Analysis
The ground water samples will be analyzed for volatile organics (EPA Method
624), priority pollutant metals (ICP Metals) and the drinking water general
mineral parameters (California Title 22). In addition, two surface water
samples from the Santa Ana River, one upstream and one downstream from the
landfill, will be analyzed in the same way. The soil samples will be
chemically extracted (WET test) and analyzed for the priority pollutant metals
(ICP Metals). The methods and chemicals that will be analyzed are specified
in the SWAT Guidance Document.
Task 4 - Data Analysis and Report Preparation
Upon obtaining all pertinent data from the investigation, IT will analyze and
interpret the data to determine whether hazardous substances are leaking from
the landfill. IT will present the results in a written report, detailing the
various tasks performed, including site diagrams, logs of the monitoring
wells, and results of the laboratory analyses. This report will be prepared
so that it can be submitted to the Santa Ana RWQCB as a final SWAT report.

outside contractor's costs for drilling and monitoring well installation and

On April 9, 1987 Council Action correspondence authorizing the Purchasing Agent to
negotiate with the County of San Bernardino for a SWAT (Solid Waste Assessment Test)
Report was forwarded.
The Purchasing Agent took exception to the extraordinary open ended cost the City might
incur in the County standard contract. As a result a clause mutually agreeing to
prevent this, plus agreeing to negotiating only, prior to commencing any drilling and
installation, which was not included in the contract was added and the contract was
tendered.
The contract was executed pursuant to San Bernardino City Resolution 86-237.
As a result the County revised the agreement which addresses the City's reimbursement
to the County, from $26,737 for work covered by County contract. which did not include
the drilling and well installation; to $5.377 for the cost of development and delivery
of approved SWAT proposal only.
The City now has the responsibility for selecting a drilling contractor and preparation
of the final SWAT report.
The revised agreement is acceptable with the Director of Public Services. (County con-
tract for SWAT proposal South Waterman Avenue Site).
The proposal (Attached) by IT Corporation for completion of SWAT test for the Waterman
Landfill is also acceptable to the Director of Public Services.

Please find attached four (4) original and one (1) copy of a revised
draft agreement which addresses the City's reimbursement to the County
for the professional services provided by International Technology
Corporation in the preparation of the City's SWAT Proposal. As you
will note we have revised this agreement to include only the costs
for the development and delivery of the approved' SWAT Proposal
($5,377). As discussed, the City will now have responsibility for
selecting a drilling contractor and preparation of the final SWAT
Report.
We are also attaching a copy of a letter dated July 3, 1987 from
The California Regional Water Quality Control Board - Santa Ana Region,
which discusses the City's SWAT Proposal status.

Dear Mr. Moreno:
We would like to take this opportunity to acknowledge receipt of
your letter dated May 4, 1987 regarding a Solid Waste ~Jater Quality
Assessment Test (SWAT) for the city's closed South Waterman Avenue
sanitary landfill site.
As requested, we have prepared a proposed amendment to our existing
contract with International Technology Corporation (copy attached)
which includes .the development of a SWAT Report for the subject
landfill. We plan to submit the finalized amendment for board approval
on or about June 1, 1987.
Please find attached a copy of a draft agreement which addresses
the city's reimbursement to the county for the professional servises
provided by International Technology Corporation in the preparation
of the city's SWAT report.

STAFF REPORT
The County of S~n Be~na~dino ~ecently issued a ~equest for
proposals, and awa~ded a cont~act to the lowest bidder, fo~
the p~epa~ation of Solid Waste Assessment Test (SWAT) Repo~ts
for II landfills in various parts of the County. The cost
of the overall contract is very favorable, and it would be
of benefit to the City to take advantage of this economy
of scale.
As indicated in the attached material, the City is required
to complete a SWAT report on the former City landt(ll on
Tri-City property, just north of the I-lO Freeway. If the
City were to advertise for the preparation of a single SWAT
report, it is believed that the cost would be significantly
higher.
It is therefore recommended that the County be requested
to amend its contract to include the City site (since the
personnel and equipment will already be in the area). This
matter has been discussed with County staff, and the inclusion
of the City project is acceptable to them. There is precedent
for this type of action in that the City has purchased automobiles,
typewriters, etc. through County contracts in the past, thus
satisfying the principle of competitive bidding and saving
money for the City.
JUSTIFICATION FOR PLACEMENT
ON THE SUPPLEMENTAL AGENDA
Negotiations with County are taking longer than expected. In
order to meet State deadline of July l, 1987, authority to
expedite the process with the County is necessary.

It is my understanding that the city must submit a SWAT-
proposal determining (if any) pollution of ground water has
occurred in old .landfills. __The _proposal must.be__.submitted by
July 1, 1987 under the penalty of a $1,000 fine for each day
of delay. Roger Hardgrave has estimated the cost for
preparation of a proposal by a civil engineering consulting
firm at approximately $3,000 (the Santa Ana Regional Water
Quality Control Board estimates up to $30,000!).
Junior, it would appear that the first step we should take is
the preparation of an RFP and solicit proposals for an
engineering firm to do this. Further, I feel this is a
legitimate cost to .the Refuse Fund.
Should you have any questions concerning this, please let me
know. I am quite sure that Roger Hardgrave will work with
Marshall Julian on the development of an RFP. I would
appreciate it if you would make th' priority.
