Bids for this project were opened at 2:00 p.m. on 9-22-87.
A total of 6 bids were received, ranging from $869,000.00
to $999,244.20. The low bid of $869,000.00 is 16.5% over the
Architect/Engineer's Estimate of $746,000.00.
Change Order No. One has been negotiated with the Contractor
to reduce the contract price by $87,487.00. This reduction will
place the contract price at $781,513.00. The main item being
deleted is the methane gas control system, at a savings of $51,000.00.
Listed below is an estimate of the total project cost, based
upon the actual low bid price.

Supplemental funds in the amount of $94,595 will, therefore,
be needed to fully finance the total estimated project cost. These
funds can be secured by raising the assessments by an approximate
amount of 5.5%. The preliminary assessment roll was based upon
the value of land and improvement. This increase will be mitigated
by the development that has since occurred, which will increase the
total assessed value within the district. These increases can be
made without holding another public hearing.

A copy of the memo from Craig Graves, showing the available
funds, is attached for reference.
We feel that the low bid represents the best price that we
can reasonably expect to receive. Therefore, we recommend that
a contract be awarded to the low bidder
URGENCY CLAUSE:
Extensive earthwork will be done under this contract. It is very
desirable that this phase be accomplished before the heart of the
rainy season. Failure to complete this phase before any heavy
rainstorms in January or February could result in significant
delays to the project.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWAROING A
CONTRACT TO MARTIN JASKA, INC. FOR CONSTRUCTION OF A FIRE STATION
IN THE TRI-CITY AREA, AND APPROVING CONTRACT CHANGE ORDER NO. ONE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Martin Jaska, Inc. is the lowest responsible
bidder for construction of a Fire Station in the Tri-City Area,
in accordance with Plan No. 7270, for the total amount of
$869,000.00, a contract is awarded to said bidder accordingly, but
such award shall be effective only upon the contract being fully

executed by the parties; all other bids therefor are hereby
11
rejected; and the Mayor is hereby authorized and directed to
12
execute said contract on behalf of the City; a copy of the
13
contract is attached hereto, marked Exhi bit "A" and incorporated
14
herein by reference as fully as though set forth at length.

SECTION 2. Deductive Change Order No. One is approved,
16
to reduce the contract price by $87,487.00, from $869,000.00 to
17
$781,513.00.

SECTION 3. Execution and Amendments. This contract and
19
any amendments or modifications thereto shall not take effect or
20
become operative until fully signed and executed by the parties
21
and no party shall be obligated hereunder until the time of such
22 full execution. No oral agreements, amendments, modifications
23 or waivers are intended or authorized and shall not be implied
24 from any act course of conduct of any party.

The following changes and/or additions or deletions shall be
made to the plans and/or specifications, and all other re-
quirements of the contract documents shall remain the same:
Item No.1: Delete Landfill Gas Protection System, Section 2F
of the specifications and drawings C-2 and C-3.
In lieu of this the contractor shall provide a
6 mil moisture barrier with 2" sand layer under
all building slabs on grade.

scratch coat plaster and metal lath. Shower walls
shall remain 15# felt, metal lath and scratch ~oat
plaster with mortar set wall tile.

Change switch gear from copper buss to aluminum.
Use aluminum conductors in lieu of copper on wire
sizes larger than #6. Substitute ITE switchboards,
lighting panels and load centers. Reduce Emergency
Generator from 17.5 KW to 15 KW and consider alternate
to Onan as manufacturer. Use Hubbell CR15I switches
and receptacles in lieu of Hubbell 5262. Provide
connections to air compressor in panel DS, connect
exhaust fan and thermo control in room 16, move
telephone backboard into room 16, and locate FA panel
above ATS, connect 120v to boiler electronic sw. in
room 7, connect thermostat control to respective
units in rooms 2, 12, and 14, provide 120v power to
sprinkler control.

In order to have significant revenues to complete the Tri-
City Fire Station it will take a 5.5% increase adjustment in
the Assessment District. This is well within the increase of
inflation in the last two years.
