Recommended motion:
1. That the allocation of $100,000 of Federal-Aid Urban
funds to Account No. 242-362-57j'Y, "Traffic Signals -
40th Street & Mt. View Avenue," be approved.
2. That the allocation of $2,500, from unappropriated
funds in the Street Construction Fund, to Account No.
242-362-57.11/ , "Traffic Si9nals - 40th St. & Mt. View
Avenue, be approved.

STAFF REPORT
The need for the installation of traffic signals at 40th
Street and Mt. View Avenue has been anticipated for some time.
Opening of the adjacent Lucky's Supermarket has accelerated this
need.
Bids have been received for widening 40th Street, from
Electric Avenue to Mt. View Avenue. These bids were rejected on
10-05-87, due to insufficient funds to finance the low bid price.
Traffic signals should be installed prior to or concurrently with
the widening, to avoid disturbing the street improvements.
There is a balance of approximately $150,000 in the City's
Federal-Aid Urban Funds. These funds were apportioned on a pop-
ulation basis, and can be expended as determined by the City. It
is recommended that $100,000 of these funds be allocated for the
installation of traffic signals at 40th Street and Mt. View Avenue.
In order that work can begin on preparation of the plans,
without waiting for processing the Federal-Aid Urban Project
through Caltrans, it is also recommended that $2,500 be allocated
from unappropriated funds in the Street Construction Fund, to
finance the cost for preliminary engineering.
The project for widening 40th Street would be advertised
at the same time as the traffic signal project.
Interconnect wires will be provided to the existing
traffic signals at Sierra Way and Electric Avenue. These wires
will allow progression to be provided for traffic on 40th Street.
Some modifications may be required to the existing traffic signals,
in order to achieve progression.
