Synopsis of Previous Council action:
08-28-85 Parcel Map No. 9902 approved by Planning Commission, with
conditions.
Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the establishment of an assessment district under the provisions
of the Municipal Improvement Act of 1913 and the Improvement Bond Act of 1915
for the installation of curbs, gutters, paving and street lights in portions of
Industrial Parkway, Southeasterly of Palm Avenue in the City of San Bernardino
and to do all things necessary to bring the project to a timely completion.

STAFF REPORT
Letters of petition have been received by this office for the installation of
curbs, gutters, paving and street lights in portions of Industrial Parkway,
Southeasterly of Palm Avenue and the signatures affixed to the letters have been
checked and found to represent 90.86% of the area of the property to be assesed
for the proposed improvemen~
The property has and will be split and one of the requirements placed on Parcel
Map No. 9902 by the City is that Industrial Parkway be improved with the above
construction. The owner/subdivider desires to fulfill this requirement through
assessment proceedings so that he does not have to upfront the money
accordingly. The estimated construction cost plus assessment and bond
proceedings costs is $1,150,000. The recommended maximum bonding time on this
project, if approved, would be Twenty (20) years. The land in question is
presently divided into fifteen (15) parcels. As the land further subdivides,
the assessments would also subdivide with proceedings pursuant to the Ac~
The developer will be required to up-front the cost of the proceedings, Bond
Counsel and Financial Counsultant fees for establishment of the district
which will be returned to him when the Bonds are sold. The developer requests
that Best, Best and Krieger and Stone & Youn9berg act as Bond Counsel and
Financial Consultant on the projec~ I~e have had association with both of these
