RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO REGARDING THE
DISPOSAL OF SURPLUS VEHICLES.
WHEREAS, it is in the best interests of the City to
5 maximize the return on surplus vehicles to the extent possible;
6 and
7 WHEREAS, experience has shown that due to the lack of minor
8 parts and "elbow grease" the monetary return on surplus vehicles
9 has been greatly reduced; and
10 WHEREAS, the California Highway Patrol has instituted a
11 program to clean and provide minor improvements to their surplus
12 vehicles which has proved successful in increasing the return
13 received; and
14 WHEREAS, staff has recommended the institution of a similar
15 program in the City of San Bernardino.
16 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
17 1. When vehicles or equipment are transferred to
18 Purchasing as surplus those that are in reasonably good condition
19 will be selected for inclusion in this program.
20 2. Up to 20% of the expected return on the vehicles may be
21 expended to repair and improve the vehicles to insure the highest
22 retu rn .
23 3. Once such vehicles and equipment are transferred to
24 Purchasing they will no longer be available for cannibalization.
25 4. An area approximately 130 feet by 30 feet on Cluster
26 Street in front of the Parks, Recreation and Community Services
27 building shall be set aside to offer and display such vehicles

3 5. A minimum price for each vehicle ~ha~l be determined

5 6. The public will be allowed to inspect the vehicles and
6 bid forms for sealed bids will be available from the Purchasing
7 Office.
8 7. If the minimum bid is met or exceeded, the bids will be
9 awarded and the bidder notified.
10 8. Those that are not sold in this manner will be disposed
11 of by normal procedures.

The following r'epor't outlines in perhaps a little more det~il I~h~t we discussed at
our last meeting.
The committee understands the idea and simply asked for something in writing so as
to afford the cOIIHllittee a document to act upon.
The outline is as follows

2. By selecting vehicles and/or equipment that is in n.nsOllahly goo" cO!ldition and
doing no more in some cases than expending elbow gl'ease and minor detail ing a
higher price for surplus equipment can be obtained.
3. In some cases a small investment for maximum effect (no 1I1'JI'e than 2U% of the
expected return on the vehicle) can be used to insu,'e movillll the vehicle at top
dollar.

A vehicle bid form (see attached) will be avai lable at the f'lll'chasing office. The
prospective bidder acquires the form, fills out and submits to Purchasing for time
stamping and deposit into bid box.
6. The following day bids are awarded (if satisfactorily mpptinq minimum price or
greater) and bidder notified.
7. Not all vehicles will lend themselves to this program, hilt till' OllPS that do

partialy support other needed equipment.

Surplus vehicles are subject to sale on the highest individual bid. Vehicles
are offered "AS IS AND WHERE IS". No representation, written or implied, is
made as to the condition of any vehicle. Departmental responsibility ceases
wi th vehicle release to the bidder.
PAYMENl' fOR VEHIa.ES MUST BE MADE BY CASHIER'S CHECK, CERTIFIED OIECX, OR
tbNEY ORDER, made payable to California Highway Patrol in the exact amount of
the bi.d. Use ta.'t will be collected by a-W at time of registration.

All vehicles, unless otherwise indicated, have been checked by a qualified
mechanic for all safety items and found to be in ccmpliance with Division 12
of the California Vehicle Code. A current Certificate of Ccmpliance (Smog)
will be issued with the registration docunents. indicating compliance with
Chapter 5,Part 5, Division 26 of the California Health and Safety Code.
If a vehicle has a "NOnCE" sign (alP fORM 275) in the window, that vehicle
has not been safety checked or SIIIOg inspected and does not cClIIply with the
California Vehicle Code and/or the California Health and Sl'lfety Code. Any
vehicle sold in this condition will be released with a "BilL OF sM.E" only.
Registration and ownership docunents may be obtained after necessary repairs
are l118de by the buyer to bring the vehicle into compliance with the Codes.

A one-day moving permit will be issued with the vehicle durin~ "i1ich time the
buyer is responsible for payment of use tax, license, and registration fees
to the Department of Motor Vehicles. A one-trip permit' is avaUable fran the
ttN for a fee of $lO.OQ if needed. This permit is valid for unladen vehicle
lIIDV8IIent within or withou~ this state.
