Synopsis of Previous Council action:
06-16-86 -- Protest hearing closed, and a finding made that public
convenience and necessity require the installation of
traffic signals at University Parkway and Hallmark Parkway.
05-11-87 -- Plans approved and authorization granted to advertise for
bi ds.
Recommended motion:
That a finding be made that the installation of traffic
signals at University Parkway and Hallmark Parkway, in
accordance with Plan No. 7246, is needed for health and
safety reasons.

STAFF REPORT
It was recognized during early stages of approval of the
State college Industrial Park that traffic signals would be
needed upon full development.
Assessment District No. 973 was approved, with majority
support of the property owners, to generate funds to finance
the cost for installing traffic signals.
In recent months traffic flows in the area have shown a
significant increase due to the recent completion of several
large residential projects in the area. Traffic signals will
provide for orderly movement of approaching traffic. There is
a significant stretch of University Parkway, including this
intersection, which is unsignalled, creating an open highway-
like effect. This effect will be reduced by this project.
Street lights will be installed in conjunction with the traffic
signals, which will provide a safer crossing for pedestrians.
We recommend that a finding be made that the installation
of these traffic signals is needed for health and safety reasons.
