STAFF REPORT
Certain modifications will be made under this project to
bring the facilities within Perris Hill Park and Blair Park into
compliance with current standards for accessibility to the handi-
capped.
The proposed modifications will make these parks more
convenient and safer to the handicapped, by eliminating archi-
tectural barriers.
Additionally, the State Legislature has, at Public Re-
sources Code Section 5701, made the following pertinent findings:
(al It is the responsibility of the state to encourage,
and assist in the provision of, better parks and
enhanced recreational opportunities for all citizens
of Cal ifornia.
(b) Community, neighborhood, and regional parks, beaches,
recreational areas, recreational trails, and other
recreational facilities, and the preservation of
historic sites and structures contribute significant-
ly to a healthy physical and moral environment and
also contribute to the economic betterment of the
state.
We recommend that a finding be made that improvement of
Phase II-B is needed for health and safety reasons.
