Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino ratifying
submittal of the 2009-10 Used Oil and Filter Recycling Block Grant Application for grant
funds from the California Integrated Waste Management Board.
Background:
The California Oil Recycling Enhancement Act mandates the California Integrated Waste
Management Board (CIWMB) to provide annual Block Grants to local governments for
establishing and maintaining local used oil collection programs that encourage recycling
and/or appropriate disposal of used motor oil and filters.
The utilization of Used Oil Recycling Block and Opportunity grant funding in previous years
has enabled the City to provide a curbside collection program for residents, provide
residents with used oil and filter collection containers, maintain certified used oil collection
centers throughout the City, and provide public and school education programs.
The 2009/2010 Used Oil Recycling Block Grant Application, if approved, will provide
approximately $30,000 to enhance and maintain the City's current Used Oil and Filter
Recycling Program. A portion of these funds will be used to offset personnel costs within
the Environmental Projects Division. The remaining will be utilized to purchase materials
and supplies necessary for program implementation and promotion. The City has received
Used Oil Recycling block grant funds from the CIWMB for the past 14 years. During the
2008/2009 funding cycle the City received $51,659. Due to the current State budget
deficit, the funds have been reduced by approximately $21,600 for FY 09-10.
The City has met the grant application deadline date of July 31st. However, because the
item will not be presented to the Mayor and Common Council until August 3rd, it is
necessary for the Mayor and Common Council to ratify the application to July 1, 2009. To
complete the application process, an approved resolution must be submitted to the
CIWMB no later than August 31, 2009.
Proposed projects include the continuation of the used oil and filter curbside collection
program, distribution of used oil and filter collection containers for residents, school and
public education programs, and community events, such as the Route 66 Rendezvous.
The grant term is from July 1, 2009 through June 30, 2012. The City will receive
approximately $30,000 for the grant term and will have three years to expend the funds.
Staff met with the Grants Ad Hoc Committee on July 14, 2009 and they recommend that
the Council ratify the 2009-10 Used Oil and Filter Recycling Block Grant application.
Financial Impact:
The amount of grant funding requested is $30,000. There are no matching funds required
by the City.

11 •elegated the responsibility for the administration of the program with the State, setting
12 p necessary procedures governing applications of cities and counties under the

14 WHEREAS, the City of San Bernardino, as applicant, will enter into the

.greement with the State of California for the implementation and maintenance of a
16
17 Used Oil Recycling Program that offers used oil and filter recycling opportunities for
18 esidents and encourages the proper disposal of used motor oil and filters;
19 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY

28 unds to implement and carry out the purposes specified in the grant application.
