Staff Report
Subject:
Resolution authorizing the submittal of a technical assistance application to the Energy
Partnership Program offered by the California Energy Commission (CEC).
Background:
Public Services staff had a conference call with staff from the CEC to discuss ways to
reduce the amount of money expended on electricity for the streetlight system. During the
course of that conversation we learned that CEC would provide free technical assistance
to assess the streetlight system and recommend alternatives to reduce the overall use of
electricity. The CEC suggested that the City consider evaluating other City facilities for
energy savings. Subsequently, Public Services staff met with Facilities Department staff
and discussed the possibility of incorporating additional facilities into the analysis to be
conducted by CEC. The Facilities Department has suggested that we incorporate the
Feldhym Library, Police Building, Rudy Hernandez Community Center and City Hall into
the energy usage analysis.
In order for CEC to begin their analysis the attached application and a Council Resolution
are required. The analysis will be completed free of charge. It will review a one-year
history of electrical energy usage at each facility and one year of natural gas usage as well
if applicable. Once CEC analyzes the facilities they will develop the hard dollar savings
that the City will realize at each facility if the CEC recommendations are implemented.
The CEC is willing to spend their own funds to identify actual savings the City will realize
through implementation of energy savings measures. In return, the CEC expects the City
to move forward with implementation of the recommendations. The attached resolution
commits the City to look for funding to implement the CEC recommendations. Fortunately,
the CEC has a loan program to assist the City with implementation of any identified energy
saving initiatives. CEC will loan the City funding to complete energy saving upgrades and
allow the loan to be repaid solely out of the actual savings realized over a 10 year period at
a 3.95% interest rate.
The CEC offers this Energy Partnership Program energy analysis and loan program
statewide and they cannot estimate how long it will take to complete their energy analysis
until they receive the application from the City. Once the materials have been received at
the CEC staff will request an estimate of how long it will be before we will receive a
completed analysis. Staff will then inform the Council of the expected timeframe.
Financial Impact:
There is no cost associated with applying for technical assistance. Costs associated with
implementation of identified energy savings initiatives will be brought back to the Mayor
and Common Council for consideration.
Recommendation:

WHEREAS, the California Energy Commission's Energy Partnership Program

provides technical assistance in identifying energy efficiency improvements; and

WHEREAS, Council authorizes the City of San Bernardino, Public Services
8 Department to apply for technical assistance from the California Energy Commission;
9 and,
10 WHEREAS, the Council recognizes that the California Energy Commission has
11 limited funds for technical assistance and that primary consideration will be given to
12
those that are committed to implementing the recommended projects identified
13
14 through the Energy Partnership Program.
15 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. That Council will seek funding, if necessary, to implement the
17
18 recommended feasible energy efficiency projects identified through the Energy
19 Partnership Program.
20 SECTION 2. That the City Manager Charles E. McNeely is hereby authorized
21 and empowered to execute in the name of the City of San Bernardino, Public Services
Department, the technical assistance application attached hereto marked Exhibit A

and any other documents to implement and carry out the purpose of this resolution.

Energy efficiency improvements to street light system,City Hall,Feldhym Library, Police Department and
Rudy Hernadez Community Center. The City hopes to reduce the overall electrical use necessary to operate
its street light system and other facilities. Technical assistance will determine if there are appropriate
measures that can be implemented to reduce the overall use of electricity while maintaining fully functional
facilities. .

The City plans to seek a loan from the CEC to implement the energy savings measures identified and pay the
loan back with the energy savings realized.

There are no current contracts with arhitects,consultants or energy services companies as far as energy
savings projects are concerned. The City receives electricity through Southern California Edison and 7,000 of
the street lights in the City are owned by Edison. The City also owns an unknown number of street lights
estimated at 5000. Part of this project will be to accurately identify all City owned streetlights.
