2 RESOLUTION OF THE CITY OF SAN BERNARDINO DIRECTING THAT NO
ACTION ITEM BE PLACED ON THE AGENDA OF THE MAYOR AND COMMON
3 COUNCIL INCLUDING MAYOR AND COMMON COUNCIL PORTION OF COMMUNITY
DEVELOPMENT COMMISSION AGENDA, WITHOUT PRIOR REVIEW BY CITY
4 ADMINISTRATOR.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Recitals.
(a) The City Clerk and the Executive Director of the

9 Redevelopment Agency each have been authorized to place on
10 agendas to come before the Mayor and Common Council (Council)
11 various action items. All items placed on the agenda by the
12 City Clerk are reviewed by the City Administrator. Some agenda
13 items are placed on the Council portion of the Community
14 Deyelopment Commission (Commission) agenda without coordination
15 through the City Administrator.

(b) Agenda items initiated by the Redevelopment Agency
requiring action by the Council sometimes have direct impact,
financial or otherwise, upon the operations of the City of San
Bernardino. The Council desire to establish a policy that any
item which has or may have an impact, financial or otherwise, on
the operations of the City of San Bernardino, be reviewed by
the City Administrator prior to the placement on the agenda of
the Council.
SECTION 2. Implementation. The Mayor and Common Council
(Council) do hereby direct that no item shall be placed on the
agenda of the Councilor the Council portion of Commission agenda,
either that agenda prepared by the City Clerk or that prepared by
the Executive Director of the Redevelopment Agency, which has or

may have any impact, financial or otherwise, upon the operations
of the City of San Bernardino, without such item first being
coordinated through the office of the City Administrator. The
City Administrator shall present a report concerning whether
the item has an impact and the effect of such impact and such
report shall be presented to the Council prior to consideration
of such item. In the event the Redevelopment Agency staff
desires that the Council consider any matter which has not been
coordinated through the office of the City Administrator, which
may have an impact on the operations of the City, the Executive
Director of the Redevelopment Agency, or his or her representativ ,
shall first advise the Council that the matter has not yet been
coordinated through the City Administrator's Office, and shall
seek approval of the Council for consideration of the item
without such advance coordination. Such lack of prior coordina-
tion shall be clearly spelled out on the materials presented for
consideration. Upon notification, the Council shall delay
action upon any action item until the matter has been coordinat-
ed through the City Administrator's Office, unless exigent
circumstances preclude such delay.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a reqular meeting thereof, held on
the 7th day of May , 1984, by the following vote,
