2 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE
NEGATIVE DECLARATION AS TO ENVIRONMENTAL IMPACT AND ADOPTING
3 AMENDMENT NO. 83-3 TO THE GENERAL PLAN OF THE CITY OF SAN
BERNARDINO (GENERAL PLAN LAND USE ELEMENT) .

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1.
Recitals.

(a) The General Plan Land Use Element for the City of San
8 Bernardino was adopted by the Mayor and Common Council by
9 Resolution No. 7336 on August 17, 1964.

(b) Amendment No. 83-3 to the General Plan of the City of
11 San Bernardino was approved by the Planning Commission of the Cit
12 of San Bernardino on April 3, 1984, after a legally advertised
13 public hearing.

(c) A negative declaration issued by the Environmental
15 Review Committee of the City, complete with an initial study
16 relating to Amendment No. 83-3, and all comments relative thereto
17 have been reviewed and approved by the Planning Commission and th
18 Mayor and Common Council in compliance with the California
19 Environmental Quality Act and local regulations.

(d) The Mayor and Common Council reviewed and considered
21 proposed Amendment No. 83-3 on April l6, 1984.

(e) The adoption of Amendment No. 83-3 is deemed in the
23 interest of the orderly development of the City and is consistent
24 with the goals and objectives of the existing General Plan.

SECTION 2.
Negative Declaration.
The Mayor and
26 Common Council hereby find and declare that the proposed
27 amendment to the General Plan of the City of San Bernardino will
28 have no significant effect on the environment, and the negative
1 declaration heretofore adopted by the Environmental Review
2 Committee as to the effect of this proposed amendment is hereby
3 ratified, affirmed and adopted.

SECTION 3. Amendment. The Land Use Element of the General
5 Plan of the City of San Bernardino is amended by changing the
6 irregularly-shaped parcel of land consisting of approximately 4.6
7 acres located between Del Rosa Avenue and Elmwood Road north of
8 Del Rosa Drive, as outlined on the map entitled Exhibit "A", a
9 copy of which is attached hereto and incorporated herein by
10 reference, from general commercial and transitional uses to
11 multiple-family residential uses (l5-24 dwelling units per acre).
12 This amendment is designated as General plan Amendment No. 83-3.

SECTION 4. Map Notation. This resolution and the amendment
14 effectived by it shall be noted on such appropriate maps as have
15 been adopted and approved by the Mayor and Common Council.

Elmwood Road, north of Del Rosa Drive. The proposal is to evaluate amending the
General Plan from the current General Commercial designation to Residential at 15
to 24 dwelling units per acre.
THIS IS TO ADVISE THAT THE CITY OF SAN 8ERNARDINO HAS MADE THE FOLLOWING DETERMINATION
REGARDING THE PROJECT DESCRIBED ABOVE:

is to evaluate amending the General Plan from the current General Commercial

Woodhaven Development, owner; Garner Troy & Associates, applicant.
OBSERVATIONS:
1. Jean Cameron presented the case to the committee. Barrye Hanson indicated
that the traffic study submitted by the applicant indicated that a multi-
family residential use on the 4.5-acre parcel would generate 1446 trips per
day. Upon development of the parcel, the applicant will need to contribute
a "share of cost" of $7 per trip for a traffic signal at the intersection of
Highland Avenue and Elmwood Drive. The applicant's share of cost for the
signal will mitigate.any adverse traffic and circulation impacts.
I twas moti Dned by Barrye Hanson, seconded by Sarah Knecht, and unanimously
carried that a Negative Declaration shall be prepared for General Plan
Amendment No. 83-3.
