STAFF REPORT
Reorganization of the
Fire Prevention Division
The personnel committee agreed to the reorganization at its
meeting of May 8, 1987.
The Fire Prevention Division is in need of some changes to
resolve the deficiencies that have evolved over the years.
The current organization is the Fire Marshal (Safety), one
safety Fire Inspector, (retired, who is scheduled to be
replaced with a Specialist), three Fire Prevention Spec-
ialists, two Fire Prevention Technicians, an Intermediate
Typist Clerk and the Fire Investigator (Safety)
"
I recommend that the two Technician positions be upgraded to
Specialist and one of the Specialist positions be upgraded to
Senior Inspector ( see attachment '1).
Prior to 197r, all Fire Inspectors were Safety members. The
decision was made at. that time to convert the Inspector
positions to General Employees by attrition.
The position of Assistant Fire Marshal was eliminated when
the non-safety conversion was initiated. I feel that a
division of this size needs to have a second-In-command. I
rely totally on the Fire Prevention Division for matters
relating to Fire Code interpretation and enforcement. It
would be of great help to me in deal ing with the publ ic to
have an additional person in the Division with the authority
and responsibility to make decisions when the Fire Marshal is
off or not readily available. Also the span of control for
the Fire Marshal and the Senior Fire Inspector wi II be more
in I ine with good management practices.
The retirement of Ken Frye, the
