May 8: Personnel Committee met and took up three unscheduled items.
May 11: Council Meeting. Personnel Committee Minutes of May 8, 1987,
filed based upon only what shows on agenda: salary for Treasurer.
Three other items, though listed in Committee Minutes, did not show
on agenda.
The May 8, 1987, Personnel Gommittee Minutes should be reconsidered..
A full report should be given and the minutes should be filed as
presented in full.
Recommended motion:
That the action of the Mayor and Common Council taken on May 11, 1987,
receiving and filing the May 8, 1987, Personnel Committee Minutes, be
rescinded; and that the May 8, 1987 Personnel Committee Minutes be
received and filed as presented in full on May 18, 1987.

SAFETY DEPARTMENT - Item continued.
3. FIRE PREVENTION DIVISION REORGANIZATION The
Committee recommended approval of this item. (See Item 50)
4. DISCUSSION - CITY ATTORNEY PERSONNEL MATTERS
A) The Committee recommended the Executive
Secretary be hired at step C of Range 3112. (See Item 8)
B) The Committee recommended the Deputy City
Attorney II positions be upgraded to Deputy City Attorney III
positions and that the City Attorney elect be authorized to
recruit and fill the positions of Senior Assistant City
Attorney and Assistant City Attorney.
C) The Committee recommended approval for an
additional Deputy City Attorney III in the City Attorney's
office. However, the City Attorney elect must provide a full
analysis of his request to show the dollar savings to be
realized from this new position. The analysis will be
prOVided as part of the backup to be considered by the full
Council at the May 18, 1987 Council meeting.

COPIES:
Over the past four years, this City has spent an inordinate
amount of money on outside attorneys (see attached memos,
dated ~0/~3/86 and ~/30/87).
It will not be possible for the City Attorney's Office to
continue to provide the serv1ces it has been providing
without an additional attorney for two reasons:
1. Assumption of in-house litigation; and
2. Increase in code enforcement.
We are committed to saving the taxpayers of this City hun-
dreds of thousands, if not, millions of dollars over the next
four (4) years by defending the City with in-house counsel
instead of hiring private outside law firms to carry out the
duties vested in the City Attorney by the electorate in the
Charter.
Additionally, we do not desire to replace the outside law
firms with mediocre attorneys. Therefore, we need to upgrade
existing positions to insure our ability to recruit and
retain the best lawyers available.
The matters were discussed, in detail, with the Council
Personnel Committee on May 8, 1987, and at previous meetings.
Their recommendations are the product of those discussions. I
