Synopsis of Previous Council action:
Recommended motion:
A) To approve the membership of the various Council
Committees and officers for 1987-88 for the attached list.
B) To direct the City Clerk to place the following on
the Council Agenda for the second meeting in April 1988:
-Formation of a Council Committee to develop a 'Commit-
tee Rotation Plan' and report back to the Mayor and Common
Council at the first meeting in June 1988.-

As you are aware, the change in the composition of the
Council has drastically changed with three new Council
members to take office June lst and two members only recently
sworn in.
Many of the items appearing on the Council Agenda come
through Council Committee recommendations. All of the four
standing committees (Legislative Review, Ways & Means,
personnel, and RDA) have a backlog of pending items which
should be addressed as soon as possible.
We have taken it upon ourselves to recommend to the
Mayor and Common Council the assignment of members to the
various established committees. For the most part, the
recommendation retains committee membership for those Coun-
cilpersons that have been previously assigned to Committees.
However, we are recommending that a committee be formed prior
to June l, 1988 to develop a rotation plan so that all
members may participate in the various committees.
We are further recommending that some of the existing
committees be deleted and that several be combined. In all
probability new committees will be formed during the year to
consider different projects and concepts that are presented
to us.
