Synopsis of Previous Council action:
Previous Planning Commission action:
At the meeting of the Planning Commission on June 2, 1987, the
following recommendation was made:
The application for Change of Zone No. 87-14 was unanimously
recommended for approval.
The Negative Declaration for environmental impact was also
recommended for approval.
Recommended motion:
To approve, modify or reject the findings and the recommendation
of the Planning Commission and to direct the City Attorney to
prepare the necessary amendments to the Zoning Code.
To approve the responses to comments and to adopt the Negative
Declaration for environmental impact which has been reviewed
and considered.

Subject: Change of Zone No. 87-14
We are against commercial zoning at the parcel on the S/E corner of Kendall,
State,and University Parkway.
The extremely unwanted high-density building in our area is putting us, those
in single family homes, at a greater risk of crime. And the increase in
commercial building at Little Mountain, as well as apartments all around us
has caused an increase in traffic.
We are tired of the high-density building. We want no more risks, meaning
a commercial establishment in our immediate area.
If a store were built at that site, there would be the possibility of children
loitering, hanging out, skipping school to go there, or the children spending
their lunch money on junk. Plus, the messy appearance that an establishment
of tha~ort would eventually have, lowering the esthetic value of our CAL STATE
UNIVERSITY area. (Example: the 7-ll at Little Mountain Drive)
If a gas station were built at that site, there would be an increase in traffic
hazards_ People traveling west on Kendall Drive trying to enter the establish-
ment or people trying to re-enter traffic on Kendall Drive (either east or west).
Traffic~ is increasing daily on Kendall Drive. At peak times, those traveling
west to turn south on University Parkway can get backed-up almost to Lakewood.
So--if anything were built on the corner of University, State, and Kendall Drve,
people would have to enter from State Street ONLY. Please be aware that there
is a bus stop at the southeast corner of Kendall Drive and that traffic on
Kendall has been between 50 and 60mph. Also, people make the turn from Univer-
sity onto Kendall at a high rate of speed. .
PLEASE, DON'T MAKE MORE MISTAKES, KEEP OUR AREA A FAMILY AREA. Commercial
establishments cause people to feel unsafe, because of the possibility of
robbery.
We have lived in this area for 18 years and have seen this area grow at an -
unbelievably shocking rate. We are so dis~appointed with those in public office,
because they seem to listen to money rather than making San Bernardino a
beautiful and safe place to live.

1. The City of San Bernardino is the applicant requesting to change
the zoning on this particular piece of property which is owned
by the City Water Department. The site consists of approxi-
mately 0.5 acre and is located at the northerly terminus of
State street, adjacent to the intersection of university parkway
and Kendall Drive.
2. The site is presently zoned R-3-3000, Multiple Family
Residential. The request is to change the zoning to that of C-
1, Neighborhood Commercial.
3. The purpose for the zone change is to change its classification
so that it will be integrated into the proposed Neighborhood
Commercial Center district, which abuts the subject parcel to
the east. The site for the proposed center had a zone change
approved (except for the subject parcel) from R-3-3000 to C-l as
Change of Zone No. 86-29 on March 9, 1987. The subject site to
remain as R-3-3000 would make no sense since it would be an
isolated residential lot bound on two sides by commercial land
use and the remaining sides would be street frontages and a high
voltage Edison easement. By approving the subject site to a C-
1 zone it would be functionally integrated as landscaping and
parking for the proposed shopping center.
