MAY 29, 1987 PAGE 2 STAFF REPORT "Food For All" -- a non-profit benefit corporation -- provides the opportunity for fund- ing to be made available to organizations engaged in feeding the hungry and working on long-range solutions to assure future self-sustenance. Money contributed by this method will be channelled to reputable local and international relief and development agencies with proven records of effective programs, low administrative costs and full public disclosure of their financial practices. This "Food For All" program has been introduced in our local area by Lucky Stores, Inc. Funding for this program will depend on the number of stores in the local area that ultimately will be participating. "Food For All" has selected the Westside Drop-In Center as one of the sites within the City of San Bernardino to apply for funds that will be allocated in July 1987. This department has prepared the attached application for $1,500.00 to be administered through the Westside Drop-In Center. There is no additional cost to the City to administer this program along with other public service programs now being administered. The Westside.Drop-In Center has provided food baskets during the Christmas season for the' past three years. Approximately 709 persons have received food through this program. This food give-away has been carried out through donations of food, money and services from private individuals and organizations with food stores donating the bulk of food items. Purpose of grant: For the past three years the Westside Drop- In Center has sponsored a Christmas Food Basket Drive to provide food to the needy families in the oc.mnuni.ty. This project has been supported by private donations of ccmm.mity tret1bers, businesses and a<genc:ies, and is planned to be aCCCllplished again duri,n!:J the Christmas season of 1987. 'The purpose of this ~rant is to expand thlS program to reach approximately 25 additional families. 7. Period of time for which grant is requested: Donations are accepted during the period October 1 through December 17, 1987. The baskets will be distributed beginning on Deceuiler 17, 1987. 8. Percentage of grant that will be used for administra- tive costs ($ or %): All funds are used for the purchase of food items to be placed in the baskets. Daily, tlu:ough an &1ployment Specialist, job search, plac:anent and training referrals are made available. Center staff seeks to coordinate programs offered by other agencies and organiza- .tions for veterans, senior citizens, persons with disabilities and low incane persons and families. Applications and forms are processed for free fishing licenses for the disabled, reduced fee licenses for seniors, transit, taxes, park discounts, and infcmnation is offered conceming focxi stanps, housing, welfare and nany other areas of service. 'lOO Center provides help with utility bills and emargency shelter through Federal Eh'ergency Funds (F. E .M.A.). Forms for rebate through the Eh'ergency Assistance Program are available through the Center. Coordinating with other agencies, the Center makes focxi referrals or provides focxi to those eligible to receive through the City sources. legal assistance and questions regarding housing are referred to the proper agencies. The Center assists people in identifying their problans and then makes referrals to appropriate agencies. How is your organization presently involved in solving the problem of hunger? The Center has been assisting directly with food, shelter and utilities for low i.noc:Itle individuals and families since 1984. since that tine funding has been received through Federal and State sources. Currently the Center gives food baskets on 'n1ursday and Friday and food vouchers. 2. Which category best describes the project/progr~m for which you are requesting funding? The program provides food to needy families and individuals who have very limited neans for providing for i;hanselves. 4. What geographic area will your project/program serve and how many will benefit? The Center serves the entire City of San Bernardino and the funds requested will enable the Center to provide for an additional 25. PART III ProRram Description Please give brief, but thorough, answers to the following questions. 1. What is the history of your project/f.rogram? The Center was established in the early 70 s. The Center assists individuals and families in finding infonnation about varioUs programs of assistance, pre- paring fonns, referrals for errq;>loynent and training to assist indivduals in interviewing for enploynent. The Center also provides assistance to hungxy and hareless persons through various Federal and State funded programs as well as through Center sponsored food basket donations at Christnas tine to help !tEet needs of ccmmmity families during the holiday season. AP038712 c o o J PART III (CONT.) 2. What do yoo hope to accomplish through your project/program? Be as specific as possible. For families and individuals that are experiencing fi.r)ancial problems, the Christmas oolidays can be a very depressing time. Studies have shown that families dealing with these types of problems have a tendency to experience nDre danestic violence and suicide during this time of year than any other time. Food baskets during the ooliday season will not solve the financial problems that these families and individuals are experiencing but providing food and showing that people care about people will help to resolve sane of the ooliday ~r~on. 3. What is your plan of action and time1ine? The Center keeps records of everyorie receiving arergency assistance through City sources. Beginning on October 1st, the records are screened to establish a list of eligible individuals and families to receive gift food baskets. Nanes of individuals and families fran other agencies and businesses are also accepted and checked for eligibility. After we have established that these persons still live in the sane place and there is a need we send this list of nanes to the other agencies in the ccmmmi.ty which are providing Christmas baskets so there will be no duplication. Recipients receive only one Christmas basket. The food funds and services are received through the week before Christmas and the baskets are distributed beginning around the 19-20 of Deceni:ler. 4. How will your organization collaborate with other community organizations to implement the project? Our list of recipients is given to other organizations that also give out Christmas baskets and we match nanes and addresses to assure that our limited resources are used properly and that there is no duplication in distributing baskets to the needy. The Center works with persons being assisted to help than obtain enployment or to receive benefits to \'tti.ch they are entitled. As stated previously our goal is to help individuals !:lecctre independent and self-sufficient; therefore, we involve than in our info:cra.tion referrals, anployment referrals and seminars \'tti.ch may help than to that end.
