PROPERTY OWNED BY LIGHTHOUSE FOR THE BLIND

The Mayor and Common Council on Monday, July 6, 19a7,
directed the Directors of Public Services and Community
Development to investigate the cost of debris re~oval,
dumping and rough grading resulting from demolition
activities on eight (8) parcels bounded by West Seventh
Street, Vine Street, Sierra Way and Mountain View Avenue and
owned by Lighthouse for the Blind. Our review of the project
assumes the work would be done by city forces with appro-
priate equipment rentals, that dumping fees will D2t be
waived by the County of San Bernardino and that said project
is eligible for CDBG assistance. The Director of Public
Services estimates the cost of this project to b~ $10,000.
During the discussion noted above a question arose as to
whether City forces could be paid with CDBG monies for time
worked on the subject project. A review of the governing
regulations and policy memoranda indicate the payment of
wages to City employees who would work on this project is an
eligible CDBG expense.
The Director of Community Development spoke with Greg Garcia
of the Mayor'S office regarding the possibility of the County
of San Bernardino waiving applicable dumping fees (estimated
at $2,500,00), Based upon discussion with County staff, Mr.
Garcia indicates it would take a specific action by the Board
of Supervisors to waive the dumping fees. Such an action
would be in response to a waiver application submitted by the
Lighthouse for the Blind and supported by a City resolution
section 570.201 (24CFR) of the Federal Regulations entitled
Basic Eligible Activities -- Clearance Activities, states in
part "Grant assistance may be used for the following

activities: Cd) Clearance, demolition and removal of
buildings and improvements, including movement of structures
to other sites,"
In view of the above, we recommend the Mayor and Common
Council approve and authorize the use of City forces to
implement said project as described above and approve funding
in the amount necessary to defray all costs including dumping
fees. City assistance can be reduced accordingly if the
County actually waives the dumping fees. We further recom-
mend use of CDBG funds to finance this project, at a level
not to exceed $10,000 and contingent upon review by the
Community Development citizen Advisory Committee at its
meeting scheduled for 3:00 p.m, July 9, 1987.
